The Government authorizes 57 protected homes in six developments across the Islands
Por FactBox Admin

The Governing Council authorized in the session of October 16, 2026, the construction projects for six protected housing developments totaling 57 homes in Petra, Sóller, Maó, Ciutadella, and Felanitx. The agreements, adopted upon the proposal of the Minister of Housing, Territory, and Mobility, are published in the Official Gazette of the Balearic Islands (BOIB) no. 133, of October 20, 2026, within Section III. This is one of the largest batches of public housing authorized in this legislature, with actions distributed between Mallorca and Menorca.
The six authorizations are based on the ninth final provision of Law 4/2025, of July 18, on urgent actions for the acquisition of land through strategic residential projects in the Balearic Islands. All developments are built on properties or plots owned by the IBAVI, which submitted the projects to the competent ministry, and all six had been previously declared investments of regional interest by the same executive.
According to the agreements, the projects comply with habitability, accessibility, safety, and activity regulations, as well as the directly applicable standards of article 68 of Law 12/2017, of December 29, on urban planning of the Balearic Islands, and Royal Decree 314/2006, of the Technical Building Code. In none of the six cases is it necessary to submit them to an environmental assessment, as the uses provided for in the urban planning of each municipality are maintained.

Fifteen days of public information and municipal report by silence
The procedure requires a prior public information process of fifteen calendar days and a favorable report from the city council where the development is located, which must be issued within the same period. The six projects were published in BOIB no. 116, of September 17, 2026, and after the deadline, no objections were presented.
On September 17, 2026, the executive projects were transmitted via electronic registry to the city councils of Petra, Sóller, Mahón, Ciutadella and Felanitx. Since the councils have not notified any resolution to the contrary within the legal term, the reports are understood to have been issued favorably, as stated in the agreements.
The prior declarations of investment of regional interest have different dates: those of Petra and Mahón were approved on July 10, 2026 (BOIB no. 87, of July 11); those of Sóller and Felanitx, on February 27, 2026 (BOIB no. 28, of March 3); and the two from Ciutadella, on December 5, 2025 (BOIB no. 161, of December 6). The agreements signed by president Margarita Prohens Rigo and by the secretary of the Governing Council, Antoni Costa Costa, order them to be notified to the respective city councils and published in the bulletin.
The relevance of this batch is twofold: on one hand, it activates 57 public dwellings at once in municipalities with strong residential pressure, such as Sóller, Ciutadella or Petra; on the other, it consolidates the mechanism of Law 4/2025, which allows the Governing Council to authorize projects on public land with shortened deadlines and municipal reports by administrative silence. Additionally, the Felanitx development recovers a unique building, the old Hospice, for endowment housing.
