The Government approves the 2027 labor calendar with fourteen mandatory holidays
Por FactBox Admin

The Government has approved Decree 414/2026, of October 21, 2026, which establishes the labor calendar for the year 2027 with fourteen mandatory, paid, and non-recoverable holidays. The regulation is published in the Official Bulletin of the Principality of Andorra (BOPA) no. 122, of October 28, 2026, within the calendars and schedules section. The text comes at the proposal of the Minister of Presidency, Economy, Labor and Housing and bears the signature of the Head of Government, Xavier Espot Zamora.
The decree is issued under article 62 of Law 31/2018, of December 6, on labor relations, and was approved by the Council of Ministers in the session of October 21, 2026. The regulation distinguishes between two regimes: sectors not directly linked to tourism, which have a closed calendar, and tourism activities, which have the same number of holidays but with more flexibility. The deployment is completed with a third block of parish holidays set by the local councils (comuns).
Fourteen fixed days for industry, offices, and commerce
For the construction sector, industry in general, offices, banking establishments, hairdressers, transport and distribution of goods, and services not directly related to tourism, the mandatory holidays for 2027 are:
- January 1, New Year’s Day (Friday) and January 6, Three Kings’ Day (Wednesday).
- February 8, Carnival (Monday).
- March 14, Constitution Day (Sunday); March 26, Good Friday (Friday), and March 29, Easter Monday (Monday).
- May 1, Labor Day (Saturday), and May 17, Whit Monday (Monday).
- August 15, Assumption (Sunday), and September 8, Our Lady of Meritxell (Wednesday).
- November 1, All Saints’ Day (Monday).
- December 8, Immaculate Conception (Wednesday); December 25, Christmas (Saturday), and December 26, Saint Stephen’s Day (Sunday).
Several of these dates fall on a Saturday or Sunday. Article 4 of the decree specifies that when the holiday coincides with the employee’s usual weekly day of rest, there is no right to supplementary remuneration, and it prohibits moving the weekly rest to coincide with the holiday.
Tourism can move the dates, except for four
Workers in sectors directly related to tourism enjoy the same number of holidays, paid and non-recoverable, but the holidays can be moved to any other day by agreement between the parties. Four dates are excluded from this mobility:
- January 1 (New Year’s Day).
- March 14 (Constitution Day).
- September 8 (Our Lady of Meritxell).
- December 25 (Christmas).
If the employee works on any of these four days due to the needs of the sector, the employer must move the holiday to another working day and, additionally, grant an extra paid day off. When worked holidays cannot be compensated with time off, they must be remunerated as actual working days, according to the standard hourly rate for ordinary hours, understood as one-eighth of the remuneration agreed upon for the legal eight-hour workday. Compensation or remuneration must be carried out within the calendar year or, exceptionally, during the first quarter of the following year.
Prior authorization and up to four parish holidays
Companies that, due to justified necessity, wish to have employees work on a holiday must request prior authorization from the ministry competent in labor matters. In cases of urgency, they may send a subsequent communication within three business days following the worked holiday; if the reasons are considered insufficient or unjustified, sanctioning proceedings may be initiated in accordance with Law 31/2018.
In addition to the fourteen fixed days, holidays established by the councils (comuns) of each parish, up to a maximum of four, are mandatory, paid, and non-recoverable. In parishes with quarters (quarts), these four days include both the specific holidays of each quarter and those common to the entire parish, and each council must publish its dates in the BOPA. The decree also mandates that movable holidays be placed on a day different from the weekly rest and, in sectors that pay by the hour, that they be paid according to the ordinary hours that would have been worked.
The calendar serves as a direct reference for companies, employees, and especially for the tourism sector, which is most exposed to the coincidence of high season and holidays. Publication in October gives companies room to finalize shifts and agreements before January 1st, and establishes in advance which dates are non-negotiable.
