Por FactBox Admin

The Minister of Education and Universities, Antoni Vera Alemany, has authorized the complementary school transport service for students enrolled in intermediate and higher-level vocational training cycles at 28 public centers in the Balearic Islands, who will be able to use the transport contracted by the Department. The measure is published in the Official Gazette of the Balearic Islands (BOIB) no. 140, of November 3, 2026, under provision 10974, and voids the resolution of September 25, 2026, which established the same authorization. The decision affects families and centers in Mallorca, Menorca, and Ibiza where public transport networks do not guarantee access to studies.
The resolution bears the minister’s electronic signature on October 29, 2026, and is issued at the proposal of the regional secretary of Educational Development, Mateo Suñer Servera. The legal framework is article 2.2.c) of Decree 17/2026, of June 19, which regulates dining and cafeteria services and modifies Decree 30/2023, of May 22, on school transport in public centers and special education centers supported by public funds, published in the BOIB on June 20, 2026. This regulation allows for the authorization of the complementary service when justified specific difficulties or needs occur.
The origin of the measure is the study conducted in October 2024 by the Directorate General of Vocational Training and Educational Planning, incorporated into the justifying reports of July 20, 2026. The report detected five recurring problems:
- Insufficient frequencies on routes compatible with the school schedule.
- Mismatches between transport schedules and center schedules.
- Poorly connected areas or lack of connection between train and bus, involving multiple transfers.
- Stops located too far from the educational centers.
- High economic impact for students if the public transport subsidy is withdrawn.
Twenty-eight centers distributed across the islands
The authorization includes the morning shift at 28 centers where vocational training is taught. By island, they are as follows:
- Mallorca: CIFP Son Llebre (Pla de na Tesa, Marratxí), CIFP Pere de Son Gall (Llucmajor), CIFP Politècnic de Llevant (Manacor), CIFP Joan Taix (Sa Pobla), CIFP Pau Casesnoves (Inca), IES Capdepera, IES Alcúdia, IES Llorenç Garcías i Font (Artà), IES Puig de Sa Font (Son Servera), IES Felanitx and IES Calvià.
- Menorca: IES Josep Maria Quadrado (Ciutadella), CIFP Ciutadella, IES Cap de Llevant (Maó), IES Pasqual Calbó i Caldés (Maó) and CIFP Centre de la Mar (Maó).
- Ibiza: IES Sa Blanca Dona, IES Isidor Macabich and IES Sa Colomina (Ibiza), IES Balàfia (Sant Joan de Labritja), CIFP Can Marines, IES Xarc and IES Quartó del Rei (Santa Eulària des Riu), IES Sa Serra and IES Quartó de Portmany (Sant Antoni de Portmany), IES Sant Agustí (Sant Josep de sa Talaia), Escola d’Art d’Eivissa and IES Algarb (Sant Jordi de ses Salines).
The resolution explicitly excludes the remaining centers in the Islands where these cycles are taught, as the study did not find any specific need justifying the service.
Three centers with routes also in the afternoon
In addition to the morning shift, the complementary service in the afternoon is authorized in three centers in Menorca, the only ones where the report detected access needs during this time slot:
- CIFP Ciutadella
- IES Cap de Llevant (Maó)
- IES Pasqual Calbó i Caldés (Maó)
The effectiveness of the authorization is declared retroactively to the start date of the administrative procedures that made it possible, so it is understood to be granted from its promotion.
Nine modified contracts and one emergency tender
During the first quarter of 2026, the School Transport Section, attached to the Scholarships, Programs and Complementary Services Service, analyzed existing routes to accommodate vocational training students through unforeseen contractual modifications, in accordance with article 205 of Law 9/2017, of November 8, on Public Sector Contracts. When the awarded companies could not assume the increase in places, new routes were designed.
On June 22, 2026, the tender for the service for the 2026-2027 academic year (CONTR 2026/15708) was initiated via emergency procedure, and on July 24, the processing of new upward modifications was opened. The affected companies are:
- Autocares Levante, S.L. (lot 12, MOD 2026/19773).
- Autocares Seco Rodríguez, S.L.U. (lot 1, MOD 2026/19700).
- Disbus Mallorca, S.L. (lot 11, MOD 2026/19769).
- Es Pla Bus, S.L. (lot 11, MOD 2026/19765).
- Torres Allés Autocares, S.L. (lot 25, MOD 2026/19778).
- TMSA Transporte Regular, S.L. (lot 28, MOD 2026/19788).
- Transacobo, S.L. (lot 2, MOD 2026/19761).
- Menorca Bus, S.L. (lots 27 and 29, MOD 2026/19797).
With this resolution, the Government recognizes the right to use contracted school transport for intermediate and higher-level students of these centers, a measure that directly affects families in municipalities with weak connections and arrives after the school year has already begun, following a first attempt resolved in September.
