The Territorial Department of Pontevedra of the Ministry of Employment, Trade and Migration has ordered the deposit, registration, and publication of the mediation agreement reached on September 23, 2026, between Severiano Servicio Móvil, S.A.U. and the representation of CCOO for the work centers in A Estrada. The resolution is published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 205, of October 23, 2026, in the Xunta de Galicia section, with official reference 2026074511 and secure verification code 3CUQBF9IVBG0J8IG. The text closes file AGA 86/26 and establishes the salary equalization of the warehouse and material distribution service personnel for the Ministry of Education at the A Estrada work center.
The request for registration and deposit was received by the territorial department on October 15, 2026. The mediation took place in Santiago de Compostela, at the headquarters of the Galician Council of Labor Relations, under the Galician interprofessional agreement on extrajudicial procedures for the resolution of labor conflicts (DOG no. 29, of February 12, 2020), with the intervention of the designated mediator, Mónica González.
The resolution supports the competence of the body in article 8.3 of Royal Decree 713/2010, of May 28, on the registration and deposit of collective agreements and accords, and in Decree 147/2024, of May 20, on the organic structure of the ministry. The document finds no fraud, deceit, coercion, or abuse of law in the conclusion of the agreement.
What changes in salary equalization
The agreement is based on article 43.6 of the Workers’ Statute, modified by Royal Decree Law 32/2021, of December 30, to determine that the personnel of the A Estrada center are entitled to the company’s own agreement. On this basis, the company will apply the salary guarantee of the tables of the collective agreement for Road Freight Transport of the province of Pontevedra, on an annual basis.
- Effects of equalization: from October 1, 2026, with the 2026 tables of the sectoral agreement.
- Instrument: an equalization bonus that covers the difference between the company tables and the annual salary guarantee of the sector.
- Payment method: 12 monthly installments, absorbable and compensable.
- Part-time personnel: equalization proportional to the agreed working day.
- Back pay and payroll restructuring: these will be paid in the month of October 2026, without being considered a substantial modification of working conditions.
Seniority supplement and calendar
With effect from January 1, 2026, a supplement equivalent to seniority is established for professional group IV, levels A and C, paid in 12 monthly installments and separate from the equalization bonus. The monthly amounts at 100% (2030) are:
- Forklift operator: 20 years, €257.13; 15 years, €192.84; 10 years, €128.56; 5 years, €64.28.
- Security guard: 20 years, €236.26; 15 years, €177.20; 10 years, €118.13; 5 years, €59.07.
The payment will be progressive: 55% in 2026, 65% in 2027, 75% in 2028, 85% in 2029, and 100% in 2030. The supplement is reviewable according to the increases of the sectoral agreement and is non-absorbable as long as the latter does not change its nature. In the example published for group IV N A with more than 20 years of seniority, the total annual salary increases from €20,714.12 to €21,405.74 in 2026 and reaches €23,141.34 in 2030.
Validity, monitoring, and appeals
The agreement replaces and repeals the Agreement for salary equalization of June 14, 2024 and the Agreement of June 14, 2024 regarding salary increase improvements for 2024, and is valid from the date of signature until another replaces it. It creates a monitoring commission with one representative from the company and one from the staff, with meetings convened in writing 5 calendar days in advance and a period of 10 business days to resolve claims, with a minimum of two meetings.
The legal representation of the staff is bound by professional secrecy in accordance with article 65 of the Workers’ Statute. The resolution does not end the administrative route: an appeal for reversal (recurso de alzada) may be filed against it before the Secretary General of Employment and Labor Relations within one month from the day following the notification, according to Law 39/2015.
The equalization directly affects the staff providing the warehouse and distribution service of educational material for the Department of Education in A Estrada, who see a staggered salary increase until 2030 and a seniority supplement that previously did not appear on their payroll recognized in writing. The agreement also has the nature of a pre-agreement, therefore remaining pending ratification by the affected workers in an assembly.
