Cospeito aproba o estudo de detalle das mazás da rúa Curros Enríquez

The Plenary of the Cospeito City Council has definitively approved the “Detail study for the regulation of volumes in blocks facing Curros Enriquez”, which regulates the buildable volumes of the two blocks located to the east of Curros Enríquez street, in the urban center of Feira do Monte. The agreement was adopted in an ordinary session on September 30, 2026, and published in the Official Gazette of the Province of Lugo no. 236, of October 15, 2026, with reference R. 2734. The approval lifts the suspension of licenses in the affected areas and conditions the urban development of the zone.

The instrument was drafted by the architect Gloria Trigo Mayor, member 2139 of the Official College of Architects of Galicia, and is processed under articles 82.3 and 88.4 of Law 2/2016, of February 10, on the Land of Galicia, and Decree 143/2016, which approves its regulation. The City Council has Subsidiary Municipal Planning Norms definitively approved on April 14, 1997, which delimit the urban land of Muimenta and Feira do Monte.

What the plenary agreement regulates

The plenary agreement consists of six points. The first definitively approves the project; the second empowers the mayor, Armando Castosa Alvariño, to carry out the necessary actions for its effectiveness; and the third orders the municipal services to continue with the processing of the file.

  • Definitive approval of the detail study drafted by the architect Gloria Trigo Mayor.
  • Empowerment of the mayor to execute the precise actions.
  • Continuation of the processing by the municipal services.
  • Personal notification to those who are interested in the file.
  • Lifting of the suspension of licenses agreed upon in the initial approval.
  • General nature of the instrument, not subject to appeal via administrative channels.

Conditions of effectiveness and suspension of licenses

The effectiveness of the agreement and the entry into force of the instrument are conditioned on three procedures: the publication of the definitive approval agreement in the Official Gazette of Galicia, the registration in the Registry of Land Management and Urban Planning of Galicia, and the publication of the document containing the regulations and ordinances in the Official Gazette of the Province. Furthermore, by virtue of articles 65.2 and 70.2 of Law 7/1985, of April 2, regulating the bases of the local regime, fifteen (15) business days must elapse from the complete publication of the text in the provincial gazette.

The fifth point of the agreement lifts the suspension of licenses in the areas affected by the detail study, which had been agreed upon in the initial approval. The full text can be consulted on the electronic headquarters of the Cospeito City Council, in the transparency portal, section 7.1 of urban planning.

Urban parameters of the UM ordinance

The study applies to the UM: Mixed Uses ordinance, which remains fully in force and allows for residential, industrial uses compatible with housing, commercial, and community facility uses. The closed layout is replaced by an open or mixed layout under section 4.2.4.4 of the ordinance, without varying the buildability of the plots.

  • Front setback: 5 meters relative to the planning alignment.
  • Side setbacks: 3 meters relative to the plot boundary.
  • Minimum plot: 100 square meters; minimum frontage: 10 meters.
  • Feira do Monte, Travesía Ctras: 13 meters of cornice, 4 floors, and 16 meters of depth.
  • Feira do Monte, remaining roads: 7 meters of cornice, 2 floors, and 12 meters of depth.
  • Muimenta: 7 meters of cornice, 2 floors, and 12 meters of depth.

The report justifies the action due to the ongoing remodeling of Curros Enríquez street and the extension of Valverde street, which will convert the area into consolidated urban land. The study does not affect heritage, as the delimitation is located more than 20 meters from the edge of the church, and the block bordering Avenida Terra Chá was reclassified by Law 8/2013, on Galician roads, as an urban section.

Allegations and appeals

Against the agreement, which ends the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months, in accordance with Law 29/1988, of July 13. Planning instruments are provisions of a general nature, therefore their approval is not subject to appeal via administrative channels.

The final approval closes the urban planning process of a strategic area of Feira do Monte, located between the urban center and the peri-urban park, and opens the way for the granting of licenses once the required publications and registry entries are completed.
