Comerç de Lleida: conveni amb pujades del 4% anual fins al 2028

The Official Gazette of the Province of Lleida publishes this Wednesday, October 21, the new collective labor agreement for the general trade sector in the counties of Lleida, effective from January 1, 2026, to December 31, 2028. The registration and publication are ordered by a resolution dated October 15, 2026, from the Territorial Services of the Department of Enterprise and Labor in Lleida, signed by the director Maria Pilar Espax Gaya, with the official reference BOP-2026_0_201_8641. The text was signed by the negotiating parties on September 23, 2026, and bears the agreement code 25000065011993.

The agreement is pacted between the Provincial Federation of Trade Employers of Lleida (FECOM), on one side, and the Federation of Service, Mobility and Consumption Workers of the UGT of Catalonia (FeSMC-UGT) and the Services Federation of CCOO of Catalonia, on the other. It applies to all companies carrying out commercial activity in the province of Lleida and to all workers, current and future. Supermarket and food self-service companies that, under the same trade name, have workplaces in more than three provinces are excluded.

The regulation is framed within articles 86.3 and 90.2 and 3 of Royal Legislative Decree 2/2015, which approves the Revised Text of the Workers’ Statute Law, and Royal Decree 713/2010 on the registration and deposit of agreements. The validity applies regardless of the date of publication in the gazette, and the agreement is tacitly extended year by year if there is no notice of termination during the last month of the period.

Salaries 4% higher each year

The base salary increases by 4% in 2026 over the 2025 tables, another 4% in 2027, and a further 4% in 2028, effective from January 1 of each year. A review clause is opened each year for the difference between the agreed increase and the CPI, effective on the following January 1 and capped at 0.25%. Any resulting arrears must be settled within a maximum of two months from the publication in the gazette.

The 2026 salary table, paid in 15 installments, is as follows:

  • Higher degree graduate: €1,656.18
  • Director and medium degree graduate: €1,454.80
  • General manager: €1,396.92
  • Head of personnel, purchasing, sales, and division: €1,352.79
  • Branch manager, cashier, accountant, and window dresser: €1,202.57
  • Butcher, fishmonger, delicatessen worker, salesperson, and clerk: €1,165.63
  • Security guard, porter, and assistant: €1,149.28

Three extraordinary payments (July, December, and profits) and the loyalty bonus are maintained as non-absorbable and non-compensable concepts. Anyone who habitually performs window dressing tasks without having the category receives a bonus of 10% of the agreement salary. Compensation and absorption will not apply in the years 2026, 2027, and 2028 to persons with an annual gross salary equal to or less than €22,000.

Forty hours and 31 vacation days

The weekly working day is fixed at 40 hours throughout the term, with a maximum of 1,792 annual hours in 2026, 1,789 in 2027, and 1,785 in 2028. Between June 15 and September 15, those who request it have the right to have Saturday afternoons off, and everyone may request two paid days per year for personal matters, which cannot be accumulated with vacations or long weekends.

Vacations are 31 calendar days, with a minimum period of 25 days between June and September on a rotating basis. Overtime is compensated with a minimum of 60% over the normal hourly rate, which rises to 100% for the first ten Sundays, holidays, or hours after ten at night, and to 75% from the eleventh onwards.

Regarding leave, the agreement establishes:

  • 5 working days for the death of children, father, mother, spouse, or domestic partner
  • 15 calendar days for marriage or registration of a domestic partnership
  • 5 days for serious accident or illness, hospitalization, or surgical intervention of relatives up to the second degree
  • Leave of absence of up to 3 years for childcare and up to 2 years for the care of relatives

Stable employment, health, and equality

The employers commit to transforming 30% of temporary hiring into permanent hiring during the term of the agreement. An accident insurance policy is also established for the entire workforce, with coverage of €28,000 for death and €32,000 for absolute disability, and a supplement up to 100% of the actual salary in case of illness or accident, with a limit of 12 months.

Per diems are frozen for three years at €6 for breakfast, €15 for lunch, €20 for dinner, and €40 for overnight stays away from home; mileage is paid at €0.26 per kilometer and the loading and unloading bonus for vehicles over 2,500 kilograms is €2.10 per day worked.

The Joint Commission, with 4 representatives from FECOM and 4 from the unions, resolves discrepancies within seven days and must hold the first meeting three months after the signing. Companies with more than 50 workers must apply the set of measures for the equality of LGBTIQ+ persons provided for in Royal Decree 1026/2024, with a specific protocol against harassment. Unresolved conflicts are submitted to the Labor Court of Catalonia.

The new agreement arrives at a time when commerce is one of the sectors with the highest employment in the province and covers categories ranging from establishment management to inexperienced staff, with a minimum agreement remuneration of €1,149.28 per month in 15 payments. The accumulated increase of 12% over three years and the guarantee of conversion of temporary contracts are the elements that will most affect the actual conditions of the workforce.
