Coll de Nargó announces two C1 administrative positions for internal promotion
Por FactBox Admin

The Coll de Nargó City Council has opened the call to fill two administrative positions in classification subgroup C1, one as permanent contractual staff and one as a career civil servant, through a system of competitive examination and internal promotion. The rules were approved by Mayoral Resolution 238/2026, dated October 19, 2026, and were published in the Official Gazette of the Province of Lleida no. 202, dated October 22, 2026, with the official reference BOP-2026_0_202_8803. The process is reserved for personnel already serving in the council.
The two vacancies appear in the personnel staff list definitively approved in the BOP of Lleida no. 39 and 175, dated February 26 and September 14, 2026, respectively, and in the Official Gazette of the Generalitat de Catalunya no. 9750. They are also included in the public employment offer for the 2026 fiscal year, approved by Mayoral Resolution 206/2026, dated September 7, 2026, and published in the BOP of Lleida no. 176 of September 15 and in the DOGC no. 9751 of the same date.
Two positions, two legal regimes
The characteristics of the called positions are as follows:
- Designation: administrative assistant, subgroup C1.
- Linkage: one permanent contractual staff position and one career civil servant position.
- Required qualification: baccalaureate, second-degree vocational training, higher-level training cycle, or equivalent.
- Working day: full-time, 37.5 hours per week, Monday to Friday.
- Destination supplement and specific supplement: files F2 and L10 of the list of job positions.
- Workplace: plaça de l’Ajuntament, 1, 25793 Coll de Nargó (Alt Urgell).
Functions include in-person and telephone public attention, the registration of incoming and outgoing documents, the processing and promotion of administrative files, shipments via the EACAT platform, the control of settlements and census records, public accounting, building and activity licenses, contracting boards, and civil registry and justice of the peace tasks.
Requirements reserved for internal staff
The call is for internal promotion, meaning it is not open to external candidates. The specific requirements are:
- To be a career civil servant or permanent contractual staff of the Coll de Nargó City Council.
- To have a minimum seniority of two years of active service in a lower category, i.e., to hold an administrative assistant position in subgroup C2.
- To possess the required qualification or be in a position to obtain it.
- To certify the C1 level of Catalan from the Directorate General for Language Policy or pass a prior test.
- To hold a category B driver’s license.
- To pay the examination fee, set at 30.00 euros.
The deadline for submitting applications is 20 business days starting from the day after the publication of the call in the DOGC. Applications may be submitted via the municipal electronic registry or in person, Monday to Friday from 9:00 to 14:00 hours.
Fifty opposition points and twenty-five merit points
The process has a preliminary language accreditation phase, with a mandatory and eliminatory Catalan test and a Spanish test only for those who do not accredit the required level. The opposition phase is worth a maximum of 50 points:
- First test: a 20-question test with four alternative answers, 20 points, 30 minutes in duration, and a minimum of 10 points to pass.
- Second test: one or several practical cases proposed by the tribunal, 30 points, and a minimum of 15.
The merit phase adds up to 25 points, with a maximum of 17 for professional experience and 8 for training. In experience, services provided to the city council are valued at 0.50 points per full month, up to 15 points, and jobs in the private sector related to the position at 0.125 points per month, up to 2 points. In the event of a tie, priority is given to the person who obtained the highest score in the opposition and, if the tie persists, to the person with more experience, more training, or who belongs to the underrepresented gender.
Tribunal and probationary periods
The qualifying tribunal will be collegiate and will have a presidency of equal or superior category to the positions called, three members —one of whom is a representative of the Escola d’Administració Pública de Catalunya— and a secretary with voice and vote. The nominal designation corresponds to the mayor’s office and will be made in the resolution that approves the list of admitted and excluded persons.
Permanent labor staff must pass a probationary period of two months, while the career civil servant will be appointed as a trainee for six months, with the publication of the appointment in the BOP. If no candidate passes the process, the call will be declared void. The rules are signed by the mayor, Sergi Ubach Peralba.
The call arrives in a small municipality in Alt Urgell that thus reinforces its administrative structure with two stable positions, but does so by closing the process to its own staff: only city council employees who have accumulated two years as C2 assistants may apply. This limits external access and turns the call into a path for internal consolidation and promotion rather than a gateway to local administration.
