Cee approves the 35-hour weekly workday for contractual staff

The Plenary of the Cee City Council approved in the session of September 3, 2026, the modification of article 15 of the Collective Agreement for Labor Personnel, which establishes a working day of 35 weekly hours and 1,533 annual hours for municipal workers. The agreement was published in full in the Official Gazette of the Province of A Coruña on September 22, 2026, with the official reference 2026/6057, and is signed by the mayor Margarita Lamela Louzán in Cee, on September 16, 2026.

Legal framework and scope of the agreement

The publication is made under article 38.6 of Legislative Royal Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, and article 154.6 of Law 2/2015, of April 29, on public employment in Galicia. The modification affects article 15 of the agreement, dedicated to the labor calendar and the working day, and applies to all labor personnel of the council.

The text establishes that the duration of the ordinary working day for full-time personnel will be 35 weekly hours of effective work on average in annual terms, respecting an annual total of one thousand five hundred and thirty-three (1,533) hours, in accordance with the basic regulations applicable to the public sector.

Continuous schedule and part-time personnel

• Ordinary schedule: from 8:00 to 15:00 hours, Monday to Friday, in a continuous working day.
• Special shifts: may be established for service reasons (shifts, night work, weekends) and will be included in the annual labor calendar.
• Part-time personnel: maintain the effective schedule of each position, adapting the percentage of the working day to the new reference of 35 weekly hours, with proportional remuneration and other rights.

The labor calendar will be the one officially fixed by the Xunta de Galicia, with the specific peculiarities of the council, approved annually following negotiation with personnel representatives and published before February 28 of each year.

Outsourced services and holidays

In the case of municipal personnel assigned to services provided through administrative contracts —street cleaning, waste collection, nursery school, or others—, the ordinary reference working day will likewise be 35 weekly hours in annual terms. The text respects the service schedules and internal organization fixed by the concessionaire company and by the administrative and technical clauses, as well as the risk and venture regime and contractual modification provided for in the Public Sector Contracts Law.

The regulation specifies that the establishment of the 35-hour workday cannot, by itself, create a right to economic rebalancing or compensation for the concessionaire company, unless an effective alteration of the service provision conditions occurs that justifies it. Furthermore, Saint Rita’s Day remains a holiday for all purposes, and on December 24 and 31, the registration office will remain open from 9:00 to 13:30 hours.

Processing and official registration

In accordance with Article 90 of Royal Legislative Decree 2/2015, of October 23, which approves the revised text of the Workers’ Statute Law, and Royal Decree 713/2010, of May 28, on the registration and deposit of collective labor agreements and accords, the modification was sent to the competent labor authority of the Xunta de Galicia for its registration in the Registry of Collective Labor Agreements and Accords of Galicia (REGCON). The deposit was registered under number 004040, dated September 7, 2026.

The entry into force of the 35-hour workday entails a reduction in working time compared to the previous reference workday and directly affects the labor conditions of all municipal personnel of Cee, both own staff and outsourced services, in addition to conditioning the organization of services and the annual labor calendar of the council.
