Castro de Rei sets prices and fines for public electric charging

The City Council of Castro de Rei sets the conventional electric vehicle charging service at 0.30 euros per kilowatt hour (kW·h) and the fast charging service at 0.35 euros per kW·h at the points located on public roads of which it is the owner. The ordinance regulating this public price was definitively approved and is published in full in the Official Gazette of the Province of Lugo no. 218, of September 23, 2026, with reference R. 2506. The regulation will enter into force once the fifteen-day period established by article 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, has elapsed.

Approval and processing

The Plenary of the City Council of Castro de Rei, in the ordinary session of July 17, 2026, provisionally approved the Regulating Ordinance of the public price for the conventional and fast charging service of electric vehicles on public roads, processed under file no. 669/2026. The announcement of public exhibition was published in the Official Gazette of the Province of Lugo on July 30, 2026 and, after the period for allegations passed without any being presented, the provisional agreement was made definitive.

The ordinance is issued under articles 127 and 41 of Legislative Royal Decree 2/2004, of March 5, which approves the Recast Text of the Law Regulating Local Treasuries. The announcement is signed by the mayor-president, Francisco Javier Balado Teijeiro, in Castro de Rei on September 17, 2026.

Prices, courtesy, and payment method

The amount is calculated based on the energy actually transferred from the charging point to the vehicle, measured by the specific meter installed for this purpose:

• Conventional charging service: 0.30 €/kW·h plus VAT.
• Fast charging service: 0.35 €/kW·h plus VAT.
• Fee for excessive occupation of the charging point, in both modalities: 0.0826 €/minute, equivalent to 0.10 €/minute including VAT.

The fee for excessive occupation will be charged uninterruptedly 24 hours a day once the courtesy period has passed from the notification of the end of charging: 15 minutes for fast charging (DC) and 30 minutes for conventional charging (AC). Payment shall be made before starting or upon completing the process, as determined by the system, through the means compatible with the implemented platform. Municipal vehicles are exempt due to the merger of creditor and debtor.

Infractions and sanctions

The ordinance classifies infringing behaviors into three levels and sets the corresponding fines:

• Minor offenses: fine of 100 euros. These include occupying a reserved space without using the infrastructure, parking while occupying more than one space, or failing to collect the cable after use.
• Serious offenses: fine of 200 euros. These include failing to remove the vehicle more than one hour after the end of charging in fast mode or more than two hours in conventional mode, or negligently damaging the equipment.
• Very serious offenses: fine of 500 euros and a ban on using the charging point for three months. These include the theft or intentional damage of elements, fraudulent use of the service, and failing to identify the alleged responsible party.

The competent body to initiate and resolve the sanctioning procedure is the Mayor’s Office or the council department to which it is delegated, in accordance with Law 39/2015. As a precautionary measure, the immobilization or removal of the vehicle is provided for, with deposit in an authorized location, and when the offending person does not prove habitual residence in Spanish territory, the agent shall provisionally set the amount of the fine.

Validity and review

The modification of prices shall correspond to the Governing Board, without prejudice to a review within the first month of each fiscal year based on the price of electricity. The ordinance has indefinite validity until its express repeal or modification. Against the agreement, which ends the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within two months from the day following publication.

The entry into force of this ordinance means that users of the municipal charging points of Castro de Rei will begin paying for a service that until now had no regulated tariff, with an occupancy fee that penalizes leaving the vehicle connected or parked in the reserved space. For drivers of electric vehicles in the municipality, the cost of charging is set at 0.30 and 0.35 euros per kW·h, with a sanctioning regime that can reach 500 euros and a ban on use for three months.
