Banyoles announces five internal promotion positions via competitive examination
Por FactBox Admin

The Banyoles City Council has approved the rules and the call to fill, through a restricted internal promotion round, five positions included in the 2026 public employment offer and vacancies in the council’s staff, via a competitive examination process (concurs-oposició). The agreement was adopted by the local Governing Board in the session of October 14, 2026, and is published in full in edict 8914 of the Official Gazette of the Province of Girona no. 200, dated October 16, 2026 (reference BOP-2026_0_200_8914, pp. 1-21). The process affects career civil servants and permanent contractual staff of the institution, who must pass theoretical tests and a merit assessment to access the new categories.
The selection system is a competitive examination in a restricted round, and the positions correspond to job roles already existing within the municipal structure. The complete rules are published in the BOP and are displayed on the corporation’s electronic notice board, available at the electronic headquarters seu.banyoles.cat; an extract of the call announcement will also be published in the Official Gazette of the Generalitat de Catalunya. Subsequent publications of the process (lists of admitted and excluded applicants, test dates, tribunal resolutions, and final results) will be made exclusively on the electronic edicts board, with the effects of formal notification.
The regulatory framework for the tests consists of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Basic Statute of the Public Employee; Law 30/1984, of August 2, on measures for the reform of the public service; Legislative Decree 1/1997, of October 31, and Decree 214/1990, of July 30, which approves the Regulations for personnel in the service of Local Administration.
The announced positions
- 1 position for Senior ICT Technician (Head of ICT Service), civil servant staff, assigned to the General Services Area, job code 103.
- 2 positions for General Administration Clerk, civil servant staff, assigned to the People’s Services Area (job code 416) and the Economic Services Area (job code 206).
- 1 position for Tourism Technician (Head of the Tourism Office), contractual staff, assigned to the People’s Services Area, job code 410.
- 1 position for IT Specialist Technician, contractual staff, assigned to the General Services Area, job code 108.
All positions are resolved by competitive examination, and the generic functions of each role appear in the sheets included in the rules, ranging from the direction of the ICT service and the management of administrative files to the coordination of the Tourism Office and the maintenance of municipal IT equipment.
Requirements and submission of applications
Applicants must prove a minimum seniority of two years at the Banyoles City Council in the corresponding category or group:
- Subgroup A2 of special administration, for the position of senior ICT technician.
- General administration scale, auxiliary subscale, or permanent contractual staff of group C2, for the administrative positions.
- Qualification group C1, for the tourism position.
- Qualification group C2, for the informatics position.
It is also necessary to possess the qualification required in each annex (degree in Computer Engineering; baccalaureate or second-level vocational training; diploma or degree in Tourism; higher vocational training cycle in the informatics and communications family), prove C1 level proficiency in the Catalan language, and be in a status of active service, special services, or services in other public administrations.
Applications must be submitted to the General Registry of the City Council within the non-extendable period of twenty calendar days starting from the day after the publication of the announcement in the DOGC, addressed to the mayor-president. The national identity document, academic and professional curriculum vitae, the required qualification, accreditation of the C1 level of Catalan, and documentation of the alleged merits must be attached.
Phases, tribunal and scoring
The process is structured into three phases. The preliminary phase consists of a Catalan language proficiency test (C certificate), graded as pass or fail, from which those who prove the required level are exempt. The competitive phase consists of two mandatory and eliminatory theoretical tests, valued at 10 points each, with a minimum of 5 points to pass them. The merit phase adds up to 5 points: a maximum of 4 for professional experience (0.5 points per year worked) and 1 point for studies, courses, and seminars.
The qualifying tribunal will be composed of a minimum of three permanent members and three substitutes:
- Presidency: the secretary of the corporation or the official to whom they delegate.
- Members: a head of area or service of the City Council, a technical expert in the subject of the convened position, and a representative of the Public Administration School of Catalonia.
- Secretariat: the head of the Human Resources service of the corporation or the personnel to whom they delegate.
The edict is signed by the mayor, Miquel Noguer Planas, dated October 15, 2026.
The call opens an internal professional career path for the municipal staff and establishes a calendar and homogeneous valuation criteria for the five positions. For the internal workers, it is an opportunity to promote without leaving the local administration; for the council, a way to fill technical and management positions with staff already trained and with knowledge of the organization, in areas as sensitive as information technology, economic management, and tourism.
