Almenar convoca un concurs-oposició per cobrir interinament la secretaria-intervenció

The Almenar City Council has approved the rules and the call for a competitive examination to fill, on an interim basis, the position of third-class secretary, secretary-intervention subscale, and simultaneously establish a job bank. The process was approved by Mayoral Decree no. 2026-0440, of October 15, 2026, and is published in the Official Gazette of the Province of Lleida no. 200, of October 20, 2026 (edict 8686, official reference BOP-2026_0_200_8686, pp. 1-22). The administrative file is 1098/2026.

The position is vacant and the City Council has been unable to fill it with a civil servant with national qualification through the procedures of articles 49, 50, and 51 of Royal Decree 128/2018, of March 16, which regulates the legal regime of these civil servants. Therefore, it resorts to article 53 of the same regulation, which provides for interim appointments, and opens an open selection process with the aim of formulating the appointment proposal to the General Directorate of Local Administration of the Generalitat de Catalunya.

The call comes after a previous attempt at non-definitive coverage: the BOP of Lleida no. 172, of September 8, 2026, published the rules to fill the position by provisional appointment, service commission, or accumulation (file 971/2026), which had to be rectified in the BOP no. 175, of September 14, 2026, to correct the specific supplement assigned to the position.

A level 28 position with a 35-hour dedication

The rules describe the profile of the called position, reserved for local administration civil servants with national qualification:

  • Designation: third-class secretary, secretary-intervention subscale.
  • Classification group: A, subgroup A1.
  • Destination level: 28.
  • Specific supplement: 2,023.64 euros per month.
  • Working day: 35 hours per week.

The functions are those of article 92.bis of Law 7/1985, of April 2, regulating the bases of the local regime: public certification and mandatory legal advice, internal economic and financial auditing, accounting, and treasury. The provision is qualified as necessary and urgent, and the reinstatement of the holder or the non-definitive appointment of a qualified civil servant would entail the suspension of the process or the immediate termination of the person appointed interimly.

Twenty calendar days to submit applications

The deadline for submitting applications is 20 calendar days starting from the day after the last publication of the announcement in the BOP of Lleida and/or the Official Gazette of the Generalitat de Catalunya. Applications are addressed to the presiding mayor and can be delivered via the municipal electronic office, the General Registry, or any of the means specified in article 16.4 of Law 39/2015.

The main requirements are:

  • Spanish nationality and age between 16 years and the compulsory retirement age.
  • University degree of subgroup A1 (degree, doctorate, licentiate or equivalent).
  • Certificate of Catalan proficiency level (C1) or equivalent; those who do not provide accreditation must pass a specific eliminatory test.
  • Not to have been dismissed through disciplinary proceedings nor be disqualified from holding public office.

The documentation to be attached includes the DNI, the academic degree, the curriculum vitae, and the certifications accrediting the alleged merits. Persons with a degree of disability equal to or greater than 33% may request the adaptation of the tests.

Twenty test points and ten merit points

The opposition phase consists of a mandatory and eliminatory knowledge test, predominantly practical, on the syllabus of annex 1 (administrative procedure, local regime, public procurement, transparency and data protection, among other subjects). It is scored out of 20 points and a minimum of 10 is required to pass.

The competition phase values up to 10 points:

  • Experience in local administration in enabled sub-scales: 0.10 points per month, maximum 2 points.
  • Other legal, economic or organizational functions in A1 and A2: 0.05 points per month, maximum 1 point.
  • Training of 10 hours or more: up to 1.5 points.
  • Postgraduates, master’s and doctorates: up to 2 points.
  • A second university degree: up to 1 point.
  • ACTIC certificates: up to 1 point.
  • Catalan C2 and legal language: up to 0.50 points.

The qualifying tribunal will be collegiate, with a minimum of three members, presided over by an official with national qualification and with a member proposed by the Escola d’Administració Pública de Catalunya.

A pool valid for two years

The list of approved persons, regardless of their number, will function as a job pool for the City Council for two years, extendable expressly by decree of the presidency. The call is made by email and telephone, and whoever does not respond by the following business day passes to the next candidate; rejecting three offers results in definitive exclusion, with exceptions such as maternity or paternity leave, the care of children under three years old, or having an active employment relationship.

The interim appointment is formalized by the Direcció General d’Administració Local at the proposal of the presidency of the corporation, and the designated person ceases when an enabled official appointed through ordinary channels takes office.

The call is relevant for the municipality because the secretary-intervention is the piece that guarantees the legality of municipal acts and the control of the budget: without a holder, the City Council depends on temporary formulas to function. The process also opens an access route to an enabled position for lawyers and economists of subgroup A1 and creates a reserve of candidates that can cover future vacancies in the region.
