Albesa convoca la provisió no definitiva del lloc de secretaria-intervenció municipal

The Albesa City Council has approved the regulatory bases and the call for the non-definitive provision of the municipal secretary-intervention position, a nationally qualified position indispensable for the ordinary functioning of the corporation. The agreement was adopted by the Governing Board in the session of September 28, 2026, and is published in the Official Gazette of the Province of Lleida no. 190, of October 6, 2026, with the official reference BOP-2026_0_190_8133 and file 442/2026. The announcement occupies pages 1 to 4 of the edict and is signed by the mayor, Antoni Balasch Parisi, dated September 30, 2026.

The secretary-intervention position is reserved for civil servant personnel of Local Administration with national qualification (FHN), the legal regime of which is regulated by Royal Decree 128/2018, of March 16. The call responds to the need to guarantee the coverage of public faith functions, mandatory legal advice, and economic control that cannot be interrupted. The functions of the position are those provided for in this regulation and, if applicable, those established in the entity’s list of job positions.

Position characteristics and access requirements

The bases establish a high-level technical profile, typical of responsibility positions in local secretariats and interventions:

  • Position title: secretary-intervention.
  • Access subgroup: A1.
  • Destination supplement level: 26.
  • Specific supplement: 1,996.72 euros per month.

Regarding the requirements, it is necessary to be a career civil servant of the Local Administration scale with national qualification and to prove knowledge of Catalan. Applicants who cannot provide a sufficiency level certificate (C1) or an equivalent degree must pass a language test of an eliminatory nature.

Catalan test and assessment of merits

Persons who prove a C1 level certificate or higher from the General Directorate of Linguistic Policy, or one of the equivalent titles and diplomas established by Order VCP/491/2009, of November 12, modified by Order VCP/233/2010, of April 12, are exempt from the test. The case provided for in article 5 of Decree 161/2002 is also considered.

The test consists of two parts: a written exercise on linguistic aspects and a conversation to evaluate oral expression. The maximum duration is determined by technical personnel from the Consortium for Linguistic Normalization, which administers the test, and the evaluation follows the system fixed in Decree 37/2024. The result is PASS or FAIL, and those who do not pass the test are excluded from the process.

Forms of provision, duration, and application deadline

The edict provides for three ways of non-definitive coverage, with a strict order of precedence:

  • Provisional appointment: preferred form over the others (article 49 of Royal Decree 128/2018); ends when the position is definitively occupied by FHN personnel.
  • Secondment (Comissió de serveis): maximum duration of one year, extendable for one more year at the request of the local entity, and only if the impossibility of a provisional appointment is proven (article 51).
  • Accumulation: only if neither of the two previous forms is possible (article 50).

The deadline for submitting applications is five business days starting from the day after the publication of the announcement on the corporation’s electronic notice board and in the Official Gazette of the Province of Lleida. The application must be submitted electronically, in accordance with article 16.4 of Law 39/2015, of October 1, and must be accompanied by the service certificate issued by the competent general directorate or the certificates of services rendered and the supporting documentation of degrees and courses alleged.

Awarding, publicity, and appeals regime

Once the deadline has closed, a local Administration official with national qualification from the corporation must issue a suitability report for each applicant, with a reasoned proposal in favor of a candidate which is submitted to the Presidency. If the entity does not have any official with national qualification, the report may be issued by its own career official and, if none exist, by an interim official. The appointment proposal is processed before the General Directorate of Local Administration of the Generalitat de Catalunya or the corresponding State body.

The announcement must also be forwarded to the Council of Colleges of Secretaries, Auditors, and Treasurers of Local Administration of Catalonia (CSITAL), via the email informacio@csital.org, so that it can be publicized on its website during the same five-day period. Against the resolution, which exhausts the administrative route, a motion for reconsideration may be filed within one month before the body that approved the bases, or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Lleida.

The filling of this position affects the capacity of the Albesa City Council to rule on its files with legal certainty, control expenditure, and meet the deadlines for accountability before the financial oversight bodies. With a deadline of only five business days and a profile restricted to officials with national qualification, the process is also an indicator of the difficulty small municipalities face in retaining qualified personnel.
