Aiguaviva convoca un concurs de mèrits per a la plaça d'arquitecte tècnic

The Aiguaviva City Council has announced a merit-based competition for the definitive provision of the position of technical architect through inter-administrative mobility, a route open to career civil servants from other public administrations. The regulatory bases were approved by Mayor’s Resolution 2026DECR000938, dated September 25, 2026, and were made public in the Official Gazette of the Province of Girona no. 194, dated October 8, 2026, with the official reference BOP-2026_0_194_8537 (pp. 1-11) and file X2026000938. The deadline for submitting applications is 20 business days starting from the day after the publication of the corresponding announcement in the Official Gazette of the Generalitat de Catalunya.

The call is deployed under the protection of article 286.2 of Legislative Decree 2/2003, of April 28, which approves the Revised Text of the Municipal and Local Regime Law of Catalonia, and articles 112 and 113 of Decree 214/1990, of July 30, of the Regulations for personnel in the service of local entities. The procedure is governed by the principles of equality, merit, capacity, publicity, transparency, objectivity, and professionalism, and the award will be definitive. The announcement is signed by the mayor, Josep Pinsach Riera, dated September 29, 2026.

Requirements and deadlines to apply

To be admitted, one must have the status of a career civil servant, belong to subgroup A2 in a scale, sub-scale, body, or category of Special Administration, technical sub-scale, middle technical class, corresponding to technical architect, building technician (aparellador/a), or equivalent designation, and have remained for a minimum of two years in the definitive job position from which they are applying, when this requirement is applicable.

The following is also required:

  • Bachelor’s Degree in Technical Architecture, Degree in Building Sciences and Technologies, or Degree in Building Engineering, or technical architecture or equivalent qualification
  • Driving license B
  • C1 level of Catalan from the General Directorate of Linguistic Policy, or passing the specific test convened by the competent body
  • Functional capacity to perform the duties and absence of legal causes for impediment

The documentation to be submitted includes the application, the curriculum vitae with accredited merits, the certificate from the administration of origin, and a responsible declaration of compliance with the requirements. Once the deadline has ended, the Mayor’s Office will approve the provisional list of admitted and excluded candidates, with 10 business days to correct or appeal.

Evaluation Commission and Merit Scale

The evaluation commission will be chaired by a technical architect appointed by the Consell Comarcal del Gironès, and the secretary-intervenor and the general administration technician of the Ajuntament d’Aiguaviva will be members as vocals. All members must be career civil servants with a professional classification equal to or higher than that required for the position.

The evaluation of merits grants a maximum of 12 points:

  • Professional experience: up to 6 points (0.10 points per full month in local administration and 0.06 points per full month in other public administrations)
  • Training and professional development: up to 4 points, with scales from 0.15 to 0.50 points per course depending on the duration
  • Mandatory competency interview: up to 2 points, divided between analytical capacity and technical criteria, professional mastery, organization and planning, initiative and autonomy, and communication and coordination

In the event of a tie, it will be resolved by the highest score in professional experience, then by services to the local Administration, by training, by the interview and, finally, by public draw.

Award, Appeals and Taking Office

The commission will publish the provisional evaluation, with five business days to submit allegations, and will then approve the final evaluation and submit the award proposal to the Mayor’s Office, which will resolve the competition. The successful candidate will acquire a definitive destination at the Ajuntament d’Aiguaviva and will remain in the legally corresponding administrative situation with respect to their administration of origin, under the incompatibility regime of Law 53/1984, of December 26.

Against the bases and the call, which end the administrative route, a motion for reconsideration may be filed within one month or a contentious-administrative appeal before the Jutjat Contenciós Administratiu de Girona within two months.

The call is of particular interest to civil servants from other local administrations who wish to consolidate a permanent destination in a municipality of the Gironès region, as inter-administrative mobility allows access to the position without going through an entry selection process, and the weight given to experience in local administration favors technical profiles already linked to the municipal world.
