The Agullana City Council has approved the rules and the call to fill two permanent positions for general services laborer, under the regime of fixed labor personnel and full-time, through a free competition system. The decision is contained in Mayoral Decree 2026DECR000419, dated October 30, 2026, and is published in the Official Gazette of the Province of Girona no. 213, dated November 5, 2026, with the official reference BOP-2026_0_213_9476 (pp. 1-11). The positions are vacancies in the corporation’s personnel staff for the 2026 fiscal year.
The regulatory framework is the revised text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30, and the rules bear the signature of the mayor, Josep Jovell Pujulà. The two positions are classified in the Professional Groups (APST) and do not require any educational qualification, in accordance with article 76 of the TREBEP.
A versatile role between the street, the cemetery, and the pool
The rules describe a very broad job profile, characterized by versatility and scheduling availability. The workday is full-time, 37.5 hours per week, including the opening, closing, and control of the municipal pool during weekends and holidays of the summer season.

The latter is justified by scheduling flexibility, the custody of infrastructure, and the handling of swimming pool chemicals and phytosanitary products in the municipality. The contract is indefinite, with a probationary period of six months.
The process has no competition phase and consists of five tests, with a third-category tribunal composed of a president who is a career civil servant, a member from another local corporation, a member appointed by the School of Public Administration of Catalonia, the secretary-auditor, and a linguistic advisor.
- Catalan test, and Spanish if applicable, graded as pass or fail.
- Theoretical multiple-choice test on Annex II, with a maximum of 10 points and a minimum of 5 to continue.
- Practical test of case studies, written, manual skills or physical, with a maximum of two hours and also 10 points with a minimum of 5.
- Personal interview, non-eliminatory, for up to 3 points.
Applicants who pass the practical test and do not obtain a position will enter a job bank with an initial validity of one year, extendable for one more year, to cover non-permanent employment needs. An appeal for reversal may be filed against the rules within one month, or a contentious-administrative appeal before the courts of Girona within two months.
With this call, Agullana reinforces a small municipal staff with two proximity positions that assume maintenance, cleaning, notification, and incident response tasks, and opens a path to stable public employment that does not require an academic degree, a requirement that broadens the range of candidates in the municipality.
