The Xunta approves the expansion of the Corgo business park through expropriation
Por FactBox Admin

The Council of the Xunta de Galicia has definitively approved the project of regional interest (PIA) for the expansion of the Corgo business park, an operation covering 201,704 square meters that will be executed through expropriation and entails the modification of the municipal general urban development plan of the council. The agreement of October 5, 2026, is made public by the Resolution of October 9, 2026, from the General Directorate of Industrial Strategy and Business Land, under the Ministry of Economy and Industry, in the Official Gazette of the Province of Lugo no. 249, dated October 30, 2026 (reference R. 2950).
The publication is made in compliance with Law 1/2021, of January 8, on the territorial planning of Galicia, whose articles 20.4 and 58.2 support the approval of the project and the subsequent modification of municipal planning. In application of article 60 of the same regulation, the announcement includes as an annex the full regulations of the operation, through which the PIA enters into force, while the complete content of the project remains available in the Land Use and Urban Planning Registry of the Xunta. The resolution is signed by the general director of Industrial Strategy and Business Land, Margarita Ardao Rodríguez.
A unique estate of 201,704 square meters
The regulations establish that the total area of the sector is 201,704 m² and that the scope is structured as a single operational estate, whose integral execution will be carried out in a single construction stage. The chosen method of operation is expropriation, which implies that the Administration assumes the acquisition of the land and the distribution of burdens and benefits among those affected.
- Delimitation and detailed uses: plan 3.1 “Assignment of detailed uses”.
- The project’s parceling is indicative and will be specified in the urbanization project.
- Mandatory transfers: road system, infrastructure, public open spaces, and public equipment.
- Following the completion of the works, an urban conservation entity will be established, with maintenance costs borne by this entity for a maximum of 10 years.
Four ordinances for industry, green zones, equipment, and roads
The planning is divided into four particular ordinances: O-1, for industrial and tertiary buildings; O-2, for green zones; O-3, for equipment; and O-4, for roads.
- O-1: detached or semi-detached building, minimum plot frontage of 14 m, setbacks of 3 m at the rear and sides (0 m for semi-detached buildings or plots of less than 1,000 m², and 5 m when bordering green areas). Maximum cornice height of 15 m and two floors (ground floor + 1), expandable via a detailed study. Parking provision of 1 space for every 142 m² built.
- O-3: setbacks of 5 m at the front and 3 m at the rear and sides, maximum occupation of 70% of the net surface, cornice of 9 m and two floors.
- O-2: admits sports uses and parking up to 15% of the park surface (25% if the facilities are uncovered), and the reserve zones may be reorganized for industrial use in a future expansion.
Industry as the main use and a list of excluded activities
The characteristic use of the sector is industrial, broken down into five groups: industrial production, artisanal production, automotive workshops, storage, and business services. Permitted uses include tertiary office and commercial use (with an occupation of less than 50% of the built surface), garage-parking, and one dwelling of up to 150 m² on plots of more than 5,000 m², always linked to the surveillance and conservation of the industry.
The regulations expressly exclude activities such as concrete and asphalt plants, compound feed and cellulose pulp factories, smelting, rolling and metal treatments, manufacture of pesticides, explosives or biofuels, as well as urban waste management facilities. All other uses are considered prohibited.
Water, sanitation, lighting, and telecommunications
The urbanization chapter requires a minimum water provision of 0.5 liters/second/hectare, a meshed network with a minimum diameter of 90 mm and a test pressure of 16 atmospheres; a separate sanitation network; underground public lighting with an average level of 20 lux on roads; and a common telecommunications network with capacity for several operators, in accordance with Decree 77/2018. Furthermore, a new treatment plant and a rainwater treatment pond are planned, which must be located behind the building limit line of the A-6 highway, and actions in the surroundings of the autonomous road LU-P-1611 will require specific authorization.
The approval closes the planning phase and opens the urbanization phase: from now on, the owners of the lands included in the industrial estate are affected by the expropriation procedure, while companies interested in industrial land already have a detailed ordinance of uses, heights, and provisions to design their installations in the Lugo region.
