The Xunta approves the expansion of the Corgo business park in Lugo
Por FactBox Admin

The Council of the Xunta de Galicia has definitively approved the project of regional interest (PIA) for the expansion of the Corgo business park, in the province of Lugo, as well as the resulting modification of the municipal general urban development plan (PXOM) of the council. The decision, adopted through the Agreement of October 5, 2026, is made public by the Resolution of October 9, 2026, from the General Directorate of Industrial Strategy and Business Land, of the Ministry of Economy and Industry, in the Official Gazette of Galicia (Diario Oficial de Galicia) no. 210, of November 3, 2026, with reference CVE-DOG: tdjcrvs4-k6f6-jku7-eyd2-i9zurupncoi1.
The agreement contains two pronouncements. The first definitively approves the PIA under Law 1/2021, of January 8, on the territorial planning of Galicia. The second approves the modification of the PXOM of the Corgo Council in accordance with the project’s planning, invoking articles 20.4 and 58.2 of the same law. The project regulations are incorporated as an annex to the resolution and enter into force upon its publication, in compliance with article 60 of Law 1/2021; the full content is available in the Land Planning and Urbanism Registry of the Xunta.
A sector of 201,704 square meters with a single polygon
The regulation sets the total area of the sector at 201,704 m² and delimits a single action polygon, the execution of which is planned in a single stage. The chosen action system is expropriation, which implies that the Administration assumes the acquisition of the land to subsequently urbanize and transfer it.
The area is organized into four zones, each with its own ordinance:
- 1st Ordinance (O-1): buildings for industrial and/or tertiary use.
- 2nd Ordinance (O-2): green areas and open spaces, with reserve zones.
- 3rd Ordinance (O-3): facilities.
- 4th Ordinance (O-4): roads and parking lots.
According to the project, the reserve zones provided for in O-2 may be reorganized for industrial uses in the event that a new expansion of the park is planned, provided that landscape integration is maintained.
Fifteen meters of height and one dwelling per plot
In the industrial and tertiary zone, a minimum plot frontage of 14 meters is established, setbacks of 3 meters at the rear and side boundaries —which can be zero in adjacent plots or those smaller than 1,000 m²— and side setbacks of 5 meters when bordering green areas. The maximum cornice height is set at 15 meters, with a maximum of two floors (ground floor plus one), expandable through a detailed study justified by the needs of the production process.
On-plot parking is required in a proportion of one space for every 142 m² built. A single dwelling of a maximum of 150 m² is permitted per buildable plot of 5,000 m² or more, intended exclusively for surveillance and maintenance personnel. In the equipment zone, the maximum occupancy is 70% of the net surface area and the maximum cornice height is 9 meters.
The characteristic use is industrial across all categories—production, crafts, automotive workshops, storage, and business services—with tertiary, institutional, and residential uses as permitted, and a closed list of incompatible activities, which excludes concrete, asphalt, chemical, steel, or cellulose plants.
New treatment plant and crossings with the A-6 and N-VI
The project requires processing discharge authorizations for a new wastewater treatment plant (WWTP) and a new stormwater treatment pond, which must be located behind the building limit line defined by Law 37/2015 for the A-6 highway. The crossings with the A-6 and N-VI roads will be executed by jacking or mechanical drilling, with open-cut excavation prohibited, and the pipes shall remain at a minimum depth of 2.10 meters.
In the vicinity of the regional road LU-P-1611, it will be necessary to request specific authorizations. Once the works are received, an urban conservation entity will be established, composed of the plot owners, which will assume maintenance for a maximum period of 10 years.
The project also requires a separate sanitation network, water supply with a minimum allocation of 0.5 liters per second per hectare, underground public lighting with an average of 20 lux on roads, and a common telecommunications network capable of serving more than one operator.
Impact for the region
The approval unlocks the transformation of more than twenty hectares into industrial land in the Lugo region and activates the expropriation mechanism for the affected lands, which directly affects the owners included in the industrial estate. For companies interested in the park, the publication now establishes the complete rules for building, uses, and services to which the construction and urbanization projects must adhere.
