Por FactBox Admin

The Ministry of Economy and Industry has initially approved and submitted for public information the compulsory expropriation project of the land, assets, and rights necessary to execute the business park of Coristanco (A Coruña). The decision is contained in a resolution dated September 2, 2026, from the General Directorate of Industrial Strategy and Business Land, published in the Official Gazette of Galicia (DOG) no. 185, of September 29, 2026, with the reference CVE-DOG: fod6m0l8-ppj2-g3l4-16c9-oulfcpe0wbl7. The public commercial company Xestión do Solo de Galicia-Xestur, S.A. acts as the beneficiary of the expropriation.
The file is processed through the joint appraisal procedure and derives from the final approval of the Structural Plan for the Management of Business Land (PEOSE) of the Coristanco business park, approved by the Council of the Xunta through Decree 19/2026, of February 23 (DOG no. 49, of March 13). The scope had already been delimited in the Sectoral Plan for the Management of Business Areas of Galicia (PSOAEG), approved by agreement of the Council of the Xunta on April 30, 2014 (DOG no. 101, of May 28). According to article 41.1.a) of Law 3/2022, of October 18, on business areas of Galicia, the approval of structural plans implies the declaration of public utility and the need for occupation of the affected assets and rights.
The expropriation applies to complete polygons, in accordance with article 43 of Law 3/2022 and articles 117.2 of Law 2/2016, of February 10, on the land of Galicia, and 290.2 of Decree 143/2016, of September 22. The expropriating Administration is the General Directorate of Industrial Strategy and Business Land, to which Decree 140/2024, of May 20, attributes the acquisition of land by any title, including compulsory expropriation.
Valuation of 500,957.91 euros and 77 properties
The project was drafted by Proyestegal, S.L. and entered the General Registry of the Xunta de Galicia on August 11, 2026. On August 13, the expert and the representative of the Administration were appointed; the expert Ramón Martínez Gómez values the total fair price of the project at 500,957.91 euros. The Business Land Planning and Management Service issued a favorable report on the action.
The initial list of assets, rights, and owners included as an annex lists 77 properties, with areas ranging from 55 m² to 15,456 m². Among the owners are:
- Tasende Díaz, Mercedes (15,456 m², of which 1,671 are affected).
- Varela Mato, Nicolás (heirs of) (10,943 m²).
- Rodríguez Castro, Jesús and Rei Seoane, Carmen (8,728 m²).
- Taibo Trigo, José Antonio (6,987 m² and 3,985 m² in two plots).
- Fariña Andrade, José Ramón (6,291 m²).
- Coristanco City Council, owner of two properties (2,242 m² and 4,561 m²).
- Two properties appear as “under investigation” (no. 9 and no. 14-1).
One month to file objections and consult the file
The resolution opens a one-month public information period, through announcements in the DOG and in one of the newspapers with the widest circulation in the province, so that interested parties may submit observations regarding ownership, assets, or the valuation of their rights. The file will be on display during that month:
- At the Coristanco City Council.
- At the offices of the General Directorate of Industrial Strategy and Business Land, in the San Caetano administrative complex, building 5, in Santiago de Compostela, from 9:00 AM to 2:00 PM.
- On the department’s website, https://economia.xunta.gal.
Allegations shall be addressed to the General Directorate of Industrial Strategy and Business Land through the channels established in Article 16 of Law 39/2015, of October 1.
Hearing for the city council and individual notifications
In addition to the public information, a hearing will be granted to the Coristanco City Council, and notification will be sent to the Public Prosecutor’s Office and the Provincial Delegation of the Ministry of Economy and Finance; for the purposes of Article 44 of Law 39/2015, it will be published on the single edicts board of the Official State Gazette. Persons listed as owners will receive individual notification along with the fair price sheet and the proposed valuation criteria, and will have one month from the notification to present allegations.
The resolution opens the way for affected owners to discuss the valuations before the occupation of the land is completed, a decisive step for an action that expands the business land of the municipality and affects dozens of owners, heirs, and even the Coristanco City Council itself.
