The Provincial Council reconstitutes the tribunal for the Galician translator position

The Provincial Council of Ourense has reconstituted the qualifying tribunal for the selection process for one position as a Galician language translator, subgroup A1 and open competition, following the resignation of one titular member and the temporary disability leave of another. The decree from the Presidency is dated September 30, 2026, and is published in the Official Gazette of the Province of Ourense on October 2, 2026, in section I, with reference R. 2.337. The resolution keeps the definitive list of admitted and excluded applicants intact and opens a period of ten business days to present challenges against the new members.

One position from the 2021 employment offer

The convened position is a single civil servant post, included in the ordinary public employment offer of 2021 and corresponding to the general rate positions of 100% staff replacement. The selection system is open competition and the classification is subgroup A1.

The previous tribunal had been appointed by Resolution number 2026/5020, of April 15, 2026, published in BOP no. 74, of April 22, 2026. The new decree nullifies that appointment as well as the date set for the constitution of the body, while keeping the definitive list of admitted and excluded applicants in effect.

Resignation and leave necessitating a new appointment

The file records two movements in the tribunal positions:

• Luis Miguel González Yáñez, titular member, submitted his resignation on September 28, 2026, with entry registration number 2026047858.
• Belén Carrera Laso, also a titular member, went on temporary disability leave (IT).

The Council justifies the decision based on the need for the proper development of the selection process and opts for a complete new appointment of the tribunal and its call for constitution.

The new tribunal

The published composition is as follows:

• Presidency: titular Manuel Pérez Nieto; substitutes Adamantino Barreiro García and Mónica Legaspi Díaz.
• First member: titular Montserrat Rodríguez González; substitutes Carmen Álvarez Quintana and Gonzalo Dobarro Peña.
• Second member: titular Juan Carlos Feijóo Mirón; substitutes Begoña Álvarez Matos and M.ª Carmen Fernández Gómez.
• Third member: titular M.ª de los Ángeles Cantón Álvarez; substitutes M.ª Belén Costoya Rodríguez and Ana Malingre Rodríguez.
• Fourth member: titular Alberto Fernández Varela; substitutes Jaime Pintos Pérez and Eva María Reza Paz.
• Secretariat: titular Esteban Fernández Álvarez; substitutes Pedro Manuel Pérez Santos and Juan Marquina Fuentes.

Eight admitted and two excluded

The definitive list is ratified with eight admitted persons, all of whom are exempt from the Galician language test:

Two applicants are excluded for failing to present proof of payment of the fee: Paula Alexandre Teixeiro and Sheila Cayetano Gesteiro.

Ten-business-day period for recusal

Members of the tribunal must recuse themselves when the circumstances of Article 23 of Law 40/2015, of October 1, on the legal regime of the public sector, occur. Applicants may exercise the right of recusal in accordance with Article 24 of the same regulation, within a period of ten business days starting the day following its publication in the BOP and on the electronic headquarters. If no claims are filed within this period, the tribunal will become final.

The decree orders its publication in the Official Gazette of the Province of Ourense and on the electronic headquarters of the Provincial Council of Ourense (https://sede.depourense.es/), and is signed by the president, Luis Menor Pérez.

The decision directly affects the eight admitted persons, who see the appointment of the body that will evaluate them reopen after months of processing, and the two excluded persons, who remain in their situation outside the process. The recusal period is the only immediate means of intervention for the applicants before the tribunal is fixed on a definitive basis.
