A Deputación abre o PEL-Concellos/2027 con 3,6 millóns para contratar persoal municipal

The Provincial Council of A Coruña is allocating 3,618,000 euros for the municipalities of the province to hire personnel at risk of social exclusion during the year 2027. The regulatory bases of the PEL-Concellos/2027 program were approved by resolution of the Presidency and are published in the Official Gazette of the Province of A Coruña number 199, dated October 19, 2026, under announcement number 2026/6659. The call is processed by the Service for Territorial Development, Productive Sectors, Sustainable Employment, and Ecological Transition, under budget application 0520/24100/46201.

The line is part of the Council’s Local Employment Plan (PEL), which the institution presents as a cooperation strategy to fix the population and create stable employment in rural areas. The subsidy is included in the provincial strategic subsidy plan 2025-2027, approved by the Plenary of the Corporation in an ordinary session on September 27, 2024, and is governed by the General Ordinance on subsidies and transfers of the Provincial Council of A Coruña. The objective is to finance the hiring of personnel for basic municipal services and small repair and maintenance works, under articles 25 and 26 of Law 7/1985, of April 2, regulating the bases of the local regime.

Between 22,000 and 75,000 euros per municipality

The amount of the call is 3,618,000.00 euros, with a financing coefficient of 100% and an expenditure budget without a limit. The individual amount ranges from a minimum of 22,000.00 euros to a maximum of 75,000.00 euros, distributed in twelve modules according to the weight of registered unemployment in each municipality relative to the total of municipalities with fewer than 50,000 inhabitants:

  • Module 1 (up to 0.15%): 22,000 euros, for Toques, Moeche, Vilarmaior, Santiso, Cerdido, Mañón, Monfero, Boimorto, As Somozas, and Sobrado.
  • Modules 2 and 3: 25,000 and 28,000 euros, including Vilasantar, Aranga, A Capela, Frades, Irixoa, Mesía, Coirós, and Trazo.
  • Modules 4 to 11: from 31,000 to 52,000 euros, including municipalities such as Carballo, Narón, Arteixo, Culleredo, Oleiros, Ames, Ribeira, As Pontes de García Rodríguez, or Betanzos.
  • Module 12: 75,000 euros for A Coruña, Ferrol, and Santiago de Compostela.

The distribution was developed using registered unemployment data from the Employment Department of the Xunta de Galicia between July 2025 and June 2026. The procedure is one of non-competitive concurrence and the resolution has the character of a definitive grant.

People at risk of exclusion and minimum services

The hired persons must be unemployed, registered as job seekers with the Public Employment Service of Galicia, and be in one of the labor exclusion situations that the municipalities will verify during the selection process:

  • Women, people over 45 years old and under 30 years old.
  • Long-term unemployed, registered for a minimum of one year.
  • People with a recognized disability equal to or greater than 33%.
  • People in a situation of drug addiction, victims of gender violence, or homeless.
  • People living in a household where no one has employment, in a single-parent household, or with language or sociocultural problems.

The work must cover services such as public lighting, cemetery, waste collection, street cleaning, water supply, sewers, paving, and maintenance of educational centers. In municipalities with more than 5,000 inhabitants, public parks, libraries, and waste treatment are added; above 20,000, also civil protection, attention to situations of social need, fire prevention, and sports facilities. The activities must be carried out in the province and with Galician as the vehicular language.

Contracts in 2027 and justification in 2028

The contracts, in the modality of employability improvement and labor insertion (codes 405 full-time and 505 part-time), must start and end in the 2027 annual period, between January 1 and December 31, 2027. The minimum weekly working day will be 75% of the usual full-time. Salary costs, social security, end-of-contract indemnities, and training in occupational risk prevention are eligible for subsidies.

Councils may request an advance of 50% of the provincial contribution with the certifying certificate of the hired personnel. The justification deadline ends on March 1, 2028, at 2:00 PM, and communications with provincial services will be channeled through the SUBTeL platform. The bases are signed in A Coruña, October 14, 2026, by the president of the Deputación, Valentín González Formoso, and the general secretary, Miguel Iglesias Martínez.

The call provides small councils with a tool to cover essential services with personnel who would otherwise have difficult access to employment, and it does so with a rule that requires hiring in 2027 and justifying in 2028, which conditions the municipal budget planning for the next exercise.
