A Coruña abre por libre designación a xefatura de Concesións e Patrimonio

The City Council of A Coruña has opened the provision, through the system of free appointment with a public call, of a service head position in the department of Municipal Concessions and Heritage. The call was authorized by the delegated councilor responsible for Economy and Strategic Planning, José Manuel Lage Tuñas, by delegation of the Local Government Board, through a resolution dated October 26, 2026, signed in A Coruña on October 27. The specific rules were published in the Official Gazette of the Province of A Coruña (BOP) number 209, dated November 2, 2026, in the Local Administration section, under announcement number 2026/7012.

The call is based on article 101 of Law 7/1985, of April 2, regulating the bases of the local regime, article 80 of Legislative Royal Decree 5/2015, of October 30, which approves the recast text of the Law of the basic statute of the public employee, articles 92 and 93 of Law 2/2015, of April 29, on public employment in Galicia, Royal Decree 364/1995, of March 10, and Decree 151/2022, of August 4. The position appears in the list of job positions approved in BOP number 38 of February 25, 2025, with a modification published in BOP number 136 of July 21, 2026, which altered the provision system in favor of free appointment.

Characteristics of the called position

  • Service: Municipal Concessions and Heritage.
  • Organic unit: Municipal Concessions and Heritage.
  • Position reference: 2174 (code PT0000).
  • Denomination: head of service.
  • Classification group: A1, level 28, General Administration scale.
  • Specific supplement: FR14 ED, according to the current list of job positions.
  • Form of provision: free appointment (LD).
  • Administration of origin: open to civil servant personnel from other administrations (TD), provided they hold an equivalent position within the municipal personnel framework.

The equivalence of positions is governed by the Management Rules of the list of job positions (RPT), published in BOP number 133 of August 19, 2020, and modified in BOP number 84 of May 4, 2022. If this equivalence is not proven, the applicant will be excluded from the process.

Fifteen business days and electronic application

Career civil servant personnel from any public administration within the general administration scale who meet the requirements of the position may apply. Those currently holding the position on a service commission are required to participate; failure to do so implies the revocation of the commission.

  • Deadline: 15 business days from the day following the publication of the call announcement in the Official State Gazette (BOE).
  • Channel: municipal electronic office (sede.coruna.gal), under the procedure “Ordinary procedure for the provision of job positions,” in accordance with the regulating ordinance of digital administration published in BOP number 114 of June 16, 2023.
  • Documentation: specific application form available at coruna.gal and at registration assistance offices, together with a signed curriculum vitae and documentation accrediting merits.

Failure to submit in a timely and proper manner will result in non-admission. Merits not alleged in the application will not be valued.

Resolution within two months and taking office

The call will be resolved by the councillor for Economy and Strategic Planning, who holds generic delegation in personnel management matters by agreement of the Local Government Board of July 31, 2026 (BOP number 147 of August 5, 2026), within a maximum period of two months from publication. If it is not resolved within that period, the procedure will be declared expired.

The resolution, which will be published in the BOP, requires a prior report from the head of the service to which the position is assigned and a report-proposal from the Human Resources service. Experience and knowledge of local administration, patrimonial and concessional-contractual legislation, as well as economic-administrative training for the management of public assets, will be especially valued. If the appointment falls on personnel from another administration, a report from said administration will be required; if not issued within 15 calendar days, it will be considered favorable. The call may be declared void.

The taking of office shall be 3 business days without change of residence, 7 business days with change of residence, and one month in the case of reentry into active service. An appeal for reversal may be filed against the bases within one month, or a contentious-administrative appeal within two months.

The process has a double relevance for municipal personnel: it consolidates a management position linked to the management of assets and concessions—an area of special legal complexity—under free appointment, and opens it for the first time to officials from outside the City Council under the requirement of position equivalence. The fifteen-business-day window is, therefore, the immediate reference for anyone wishing to opt for a position of maximum technical responsibility in the City Council of A Coruña.
