A Bola inaugurates two social rental homes in the former schoolhouse of O Furriolo
Por FactBox Admin

The Concello da Bola (Bola City Council) has, as of today, a municipal social rental program. The Boletín Oficial da Provincia de Ourense publishes in its section IV (Local Entities) the ordinance regulating access to the two dwellings of the old schoolhouse of O Furriolo, the municipality’s first public residential park. The regulation was approved by the Pleno do Concello da Bola on July 27, 2026, and signed by the mayor in A Bola on July 28, 2026, with the official reference R. 2.561.
The first public property destined for housing
The text starts from the observation that the council, as a local entity of fewer than 5,000 inhabitants, must assume support measures for people with difficulties accessing housing. The property “Antiga Casa Escola de O Furriolo,” located in the place of O Furriolo, s/n, and integrated into the municipal heritage, consists of two dwellings for two independent coexistence units, destined exclusively for habitual and permanent residence.
The ordinance cites as its framework Article 47 of the Spanish Constitution, the Statute of Autonomy of Galicia, and current regional regulations: Law 13/2008, on Social Services of Galicia; Law 10/2013, on Social Inclusion of Galicia; and Law 8/2012, on Housing of Galicia. The dwellings maintain public ownership, and the allocation does not generate a right of acquisition nor an expectation of indefinite permanence.
Priority for those facing eviction, homeless people, and victims of gender-based violence
The ordinance establishes three preferential attention groups. In the first, of maximum priority, are:
- People affected by eviction proceedings.
- Homeless people.
- Victims of gender-based violence.
- Families with minors in a situation of social risk.
- People residing in dwellings declared uninhabitable.
The second group, of high priority, includes single-parent and large families, people with a disability equal to or greater than 33%, people in a situation of dependency, those over 65 living alone, and the long-term unemployed. The third group, of ordinary priority, brings together beneficiaries of the minimum vital income, recipients of regional social inclusion benefits, and people with low incomes.
The scoring system detailed in Annex II can reach 120 points: 20 for gender-based violence, 20 for lacking a home, 20 for an ongoing eviction, 20 for total absence of housing, and 20 for very grave housing need. From 80 points onwards, the priority is considered very high. The instruction of the procedure requires a mandatory technical report from the Servizos Sociais Comunitarios (Community Social Services), and a valuation commission may be constituted with social and municipal technical personnel and with the Secretaría (Secretariat) or Intervención (Audit Office).
Registration, income limits, and social income
To gain access, one must be registered (empadroado) in the municipality and have effective residence for a minimum of three months immediately preceding the application, with priority given to those registered in the village of Furriolo and its immediate surroundings; exceptions require a reasoned social report. Nor may one be the holder of full ownership, usufruct, or right of use of another habitable dwelling, nor maintain debts with the City Council, unless there is a payment installment agreement.
The weighted annual income limits are:
- 1 member of the coexistence unit: 1.5 IPREM.
- 2 members: 2 IPREM.
- 3 members: 2.5 IPREM.
- 4 members: 3 IPREM.
- 5 or more members: 3.5 IPREM.
The monthly rent ranges between 1.50 and 2.50 euros per useful square meter depending on income, cannot exceed 20% of the family unit’s net monthly income, and allows for temporary reduction or exemption in situations of extreme vulnerability. The successful applicants assume the costs of electricity, water, telecommunications, and expenses due to misuse, while the City Council covers extraordinary maintenance.
Year-round applications and five-year awards
Applications may be submitted at the General Registry of the Bola City Council or through the municipal electronic office, with an open deadline throughout the year. The award will be made through a public call approved by the Mayor’s Office or the competent body.
The initial duration is six months, extendable for annual periods up to a total maximum of five years, subject to a favorable report from Social Services at each extension. The regulation establishes as causes for termination the end of the term, resignation, death, loss of requirements, falsification of data, subletting or assignment, misuse, and serious breach of obligations.
The ordinance will enter into force once published in full in the provincial bulletin and after the period specified in article 70.2 of Law 7/1985, regulating the bases of the local regime, has elapsed.
The implementation of this program makes the Bola City Council one of the small municipalities in the province to allocate its own assets to social housing, with a regulation that combines roots requirements and rents indexed by IPREM. For families at risk of residential exclusion in the municipality, the regulation opens a path to stable housing for up to five years that did not exist until now.
