The Chugoku Regional Development Bureau announced in the Official Gazette (Extra Edition for Government Procurement) dated October 19, 2026, that it will open a general competitive bid for the “FY2026 Fukuyama Road Jito-bun No. 3 Viaduct Steel Superstructure Work,” to be carried out within Jito-bun, Seto-cho, Fukuyama City, Hiroshima Prefecture. The deadline for submission of bid documents is December 10, 2026, at 14:00. The Expenditure Burden Officer will be Mr. Taishi Yamamoto, Director of the Chugoku Regional Development Bureau.

The announcement states that the basic qualification for competitive participation is for those who do not fall under the provisions of Article 70 of the Budget, Settlement of Accounts and Accounting Order. A comprehensive evaluation bidding system will be adopted, where the successful bidder is determined by comprehensively evaluating factors other than price alongside the price. The method is the Construction System Confirmation Type among the Technical Proposal Evaluation Types (SⅡ Type), which examines and evaluates the construction system in cases where technicians and skilled workers for subcontracting must be secured from a wide area outside the construction implementation region.

Regarding the contract, the “Project Acceleration and Smoothing Government Bond” will be adopted. Based on the national treasury debt burden act, the payment limit will initially be set to “0” or similar, while allowing for advanced payments and payments for completed portions ahead of schedule in accordance with supplementary budget measures. This project is also a pilot project where two construction works are subject to a bundled review system, requiring the submission of only one set of technical documents (including technical proposals).

Order for Factory Fabrication of 320.2 Tons for a 5-Span Continuous Steel Plate Girder Bridge

The construction overview indicated in the announcement is as follows:

  • Project Name: FY2026 Fukuyama Road Jito-bun No. 3 Viaduct Steel Superstructure Work (Subject to electronic bidding and electronic contracting)

  • Factory Fabrication Work / Factory Product Transport Work: 320.2t each

Overall Construction Period Until End of July 2029 with a Buffer Period Set

The overall construction period is from the day following the contract conclusion date until July 31, 2029. However, the start date of the construction period may be set up to April 1, 2027 (construction start deadline). The contractor shall notify the start and end dates of the construction period using Annex Form 37 before the contract is concluded; during the buffer period, the placement of a Chief Engineer or Managing Engineer is not required. However, commencement activities such as the delivery of materials or installation of temporary structures cannot be performed, and preparations shall be the responsibility of the contractor.

Concurrent Use of Multiple Pilot Measures Including Low-Bid Investigation and Young Engineer Training

Multiple pilot measures aimed at ensuring quality and securing a workforce will be applied cumulatively to this project.

  • As construction work subject to the Low Bid Price Investigation System with an estimated price of 100 million yen or more, the installation of monitoring cameras on-site and the submission of construction videos for invisible sections are required.
  • Post-contract VE method, lump-sum contract unit price agreement method, submission of labor productivity (bukake) estimates and disclosure to companies notified as having competitive participation qualifications, and disclosure of some unit prices from estimate reference materials.
  • BIM/CIM applicable construction (client-specified type), and correction of site management costs contributing to heatstroke prevention measures.
  • Comprehensive Evaluation Bidding System for Young Engineer Training: Allows the assignment of a full-time assistant aged 40 or younger, who can be appointed as the Chief (Supervising) Engineer after the contract is signed.
  • Comprehensive evaluation bonus points for companies implementing wage increases, productivity improvement challenges, and disclosure of construction schedules and construction condition clarification lists.
  • Mandatory separate demolition and recycling based on the Act on Recycling, etc. of Materials Used in Construction Work (Act No. 104 of 2000).

The counterparty for the bundled review is the “FY2026 Fukuyama Road Jito-bun No. 1 Viaduct Steel No. 2 Superstructure Work,” while the public notice is for this project (Work A). Since two projects are registered separately in the electronic bidding system, those wishing to participate in multiple projects must submit application forms and bid for each project individually; however, application for only the desired project is also permitted.

The procurement format involves a bundled order covering everything from factory fabrication of the steel superstructure to transport, erection, on-site painting, floor slabs, accessories, and scaffolding/temporary works. This will create a demand for the fabrication and transport of approximately 300 tons of steel for steel structure manufacturers and local construction companies. With the December 10 deadline approaching, companies considering participation are pressed to prepare their construction systems, technical proposals, and labor productivity estimates.
