Zaragoza subasta por 3,78 millones la parcela R5-2 para 91 viviendas libres

The Zaragoza City Council has opened the public tender to alienate municipal plot R5-2, one of the resulting plots from the reparceling project of intervention area F-55-5, on Avenida Cataluña, intended for the construction of a maximum of 91 free-market homes. The call is published in the Official Gazette of Aragon number 204, dated October 21, 2026, section V (Announcements), with the official reference BOA20261021026. The announcement derives from the Resolution of October 14, 2026, of the Government of Zaragoza, which approves the specifications of economic-administrative clauses that will govern the operation.

A starting price of 3.78 million upwards

The tender price is set at 3,778,890.47 euros, excluding VAT, and is improvable upwards: offers below this figure will not be accepted. The amount is equivalent to slightly more than 41,500 euros of land for each of the 91 planned homes, although the specifications do not set a sale price for the future houses.

The procedure is open and the award will be resolved in favor of the most advantageous economic offer through a plurality of criteria, not solely based on price. The processing is expressly classified as the alienation of patrimonial assets. The file number is 72.999/26 and its management corresponds to the Land and Housing Administration Service of the Municipal Urban Planning Management.

Deadlines, guarantees, and payment method

The operation’s calendar is finalized in the specifications:

  • Deadline for submission of offers: until 1:00 PM on November 23, 2026.
  • Place of submission: in paper, at the Registry of the Municipal Urban Planning Management, Vía Hispanidad number 20, El Seminario building, ground floor (50071 Zaragoza).
  • Definitive guarantee: 5% of the final sale price excluding VAT, which the successful bidder must establish within fifteen business days from the notification of the award.
  • First payment: 20% of the award amount, or the higher percentage offered, plus VAT, within fifteen business days from the notification.
  • Second payment: the remainder of the price, before or at the time of the public deed of transfer, which must be formalized before June 30, 2027.
  • Maintenance of the offer: three months from the opening of proposals by the Contracting Board.
  • Announcement costs: borne by the successful bidder, paid within fifteen business days from the notification.

The successful bidder may request formalization in a public document before paying the second installment if they provide a bank guarantee for the deferred amount plus VAT, or if they establish at their own expense a resolutory condition registered in the Property Registry.

Developers, cooperatives, and joint ventures

Natural and legal persons may apply—specifically developers, community-of-property entities, and cooperatives—provided they have full legal capacity to contract. The submission of an offer presupposes that the bidder has independently verified the factual, legal, fiscal, environmental, and urban planning status of the plot, and they may not hold the Zaragoza City Council liable for errors or omissions in the documentation provided. The date and time for the opening of the proposals will be communicated to the bidders in due course. The announcement is signed by the Head of the Service, M.ª Teresa Barrao Sánchez, by delegation of the general secretary.

Precedent in the San José neighborhood

This is not the first operation of this type this year. The Official Gazette of Aragon number 159, dated August 18, 2026, published the Resolution of July 31, 2026, of the Government of Zaragoza, which declared the tender valid for the municipal share of 44.70% in resulting plot 5 of the reparceling project for area U-36-8, in the San José neighborhood, for twelve free-market homes (file 2933/26). That call for tenders was based on articles 107.1 and 108 of the consolidated text of the Urban Planning Law of Aragon, approved by Legislative Decree 1/2014, of July 8.

The operation comes in a context of sustained pressure on housing prices in Zaragoza and demand for end-use land from developers. The sale of R5-2 introduces a municipally-owned, already urbanized plot into the residential market, with capacity for 91 free-market homes, and will allow the council to generate at least 3.78 million euros before June 30, 2027. Furthermore, the result of the bidding process will serve as a barometer of the sector’s investor appetite and the real cost of land on Avenida Cataluña.
