Yunquera de Henares: bases approved for the Sector S-1 developer
Por FactBox Admin

The Yunquera de Henares City Council has definitively approved the regulatory bases for the awarding of the Urbanization Action Program (PAU) and the selection of the urbanizing agent for Sector S-1 of the Subsidiary Norms. The agreement is published in the Official Gazette of the Province of Guadalajara number 204, dated October 26, 2026, section I, containing the full text of the bases and the signature of the mayor, Lucas Castillo Rodríguez, dated October 20.
The municipal Plenary initially approved these bases in the session of August 14, 2026, and submitted them for public review for thirty days through their publication in the Official Gazette of the Province of Guadalajara number 158, dated August 19, 2026, and on the municipal notice board. As no allegations or suggestions were registered, the initial agreement is considered definitive in application of article 49.c) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and article 86.3 of Decree 29/2011, of April 19, which approves the Regulation of the Execution Activity of the Recast Text of the Law on Land Management and Urban Activity.
A sector of 66,106 square meters west of the urban center
The area has an approximate surface of 66,106.02 square meters of residential land and is located to the west of the urban center, bordering to the north with the Camino de San Roque, the Ronda de San Antonio, and the S-13 estate; to the east with the Ronda de San Antonio, Doña Aldonza street, and the P-12a and modified P-11 estates; and to the south with the latter and the Moranchel road. It already has vehicular access from San Roque, Ronda de San Antonio, and Doña Aldonza streets.
The latest modification of the Partial Plan expanded the original sector of 48,616.46 square meters with 18,219.16 square meters of adjacent rural reserve land to the west, resulting in a modified area of 66,835.62 square meters. The Subsidiary Norms, approved by the Provincial Urbanism Commission of Guadalajara on April 18, 1983, establish a maximum buildability of 0.5 square meters per square meter for single-family residential use, with two stories in height and 30 inhabitants per hectare.
The property is fragmented into five plots of polygon 3 of the rural cadastre and 25 urban cadastre estates located between Sancho Panza, San Roque, and Ronda de San Antonio streets. The area is crossed by the old adduction pipeline of the Mancomunidad de Aguas del Sorbe.
Charges: 396,636 euros to expand the treatment plant and a 7% guarantee
The development requires the future developer to pay the City Council 396,636.12 euros to contribute to the expansion of the municipal WWTP, an amount resulting from applying 6.00 euros per square meter to the gross area of the sector. Payment must be made upon signing the site layout act of the works and will be considered an urbanization charge.
- Minimum guarantee of 7% of the urbanization expenses, VAT excluded, expandable if costs increase.
- Urbanization project within two months from the signing of the urban planning agreement.
- Commencement of works within one month from contracting, or within one year from the approval of the reparceling project if executed by the developer themselves.
- Completion of works within a maximum period of five years from their start.
- Penalty of 0.60 euros for every 1,000 euros of the contract price per day of delay, and 0.003% daily for delays in planning, construction, and management instruments.
100-point competition and two linked deadlines
The selection will be resolved with a maximum of 100 points. The technical alternative distributes 50: up to 10 for the suitability of the Partial Plan solution, 20 for environmental integration and sustainability, 10 for technical and organizational capacity, and 10 for presenting the urbanization project. The legal-economic proposal distributes the other 50: up to 20 for greater accredited land availability, 10 for shorter deadlines, 10 for lower urbanization costs, and 10 for lower corporate profit.
The competition calendar is established as follows:
- Twenty days of public information to present allegations and technical alternatives, extendable for another twenty.
- Ten additional days, in sealed bids, for legal-economic proposals and agreement proposals.
- Opening of bids on the first business day following the close of that period, and twenty subsequent days for consultation and allegations.
- Forty days for the Plenary to resolve on the approval and award, and fifteen days to sign the urban planning agreement.
Appeal for reversal within one month
The agreement ends the administrative route. An optional appeal for reversal may be filed before the Plenary within one month from the day following its publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1, or a contentious-administrative appeal before the Contentious-Administrative Court within two months, according to article 46 of the Law of Contentious-Administrative Jurisdiction.
The approval of the guidelines unlocks the first actual phase of residential development in Sector S-1 and sets the rules of the game for owners, developers, and neighbors: it defines what can be built, the cost of urbanization, the guarantees the winning bidder must deposit, and the deadlines. Furthermore, the owners of the 30 affected estates retain one month from the opening of the economic proposals to disagree with the execution costs and to opt for cash payment for their land use rights.
