Wallonia: beneficiaries of the integration income will have to register with FOREm

The Walloon Government published in the Belgian Official Gazette of September 17, 2026, the order of August 27, 2026, implementing the decree of December 19, 2025, on the activation of integration income beneficiaries. The text, referenced [C − 2026/006695] and published on page 50582, requires these beneficiaries to register as job seekers with FOREm within four weeks of the notification of the grant. The order entered into force on September 1, 2026.

The order was adopted in Namur on August 27, 2026, on the proposal of the Minister of Employment, and signed by Minister-President A. Dolimont and the Minister of Economy, Industry, Employment, Training, Research and Digital Affairs P.-Y. Jeholet. It implements the decree of December 19, 2025, and coordinates with the decree of April 29, 2024, regarding the granting of subsidies to CPAS (Public Social Welfare Centres) within the framework of the employment of beneficiaries of the right to social integration.

The file was supported by several opinions:

  • the opinion of the Finance Inspector, dated December 4, 2025;
  • the agreement of the Minister of Budget, dated December 18, 2025;
  • the opinion of the FOREm Management Committee, dated February 9, 2026;
  • opinion no. 58/2026 of the Data Protection Authority, dated March 27, 2026;
  • opinion 79.467/17 of the Council of State, dated July 13, 2026;
  • the opinions of the Economic, Social and Environmental Council of Wallonia (January 19, 2026) and the Federation of CPAS (January 21, 2026).

Registration and its monitoring by the CPAS

Between the social inquiry and the notification of the grant decision, the CPAS informs the beneficiary of their obligation to register as a job seeker with FOREm within four weeks. The registration is carried out by the beneficiary themselves, using the channels made available by FOREm under the decree of November 12, 2021.

At the end of the deadline, the CPAS verifies the registration by consulting the job seeker’s single file. If it finds that the beneficiary has not registered, it contacts them to remind them of the mandatory nature of the process and to inform them of the possibility of regularizing their situation, then notifies FOREm that the person concerned is subject to the registration obligation.

FOREm or CPAS: who supports the beneficiary

FOREm provides the CPAS with access to the single file, allowing it to verify registration, designate the organization responsible for support, enter actions falling within its competence, and consult all actions carried out.

  • The CPAS enters the body responsible for support no later than three months after the granting decision.
  • In cases of very low employability, the CPAS is automatically designated.
  • If the beneficiary has registered under Article 4, paragraph 6, of the decree, the FOREm is automatically designated.
  • In the absence of entry, the FOREm sends a first reminder no later than ten days before the deadline, followed by a second reminder; seven days after this second reminder, the CPAS is automatically entered as the body responsible for social support.

Exemptions, contracts and termination of agreements

Persons exercising a professional activity, even part-time, which does not entitle them to a supplement to the integration income within the meaning of Article 10 of the Law of 26 May 2002, are considered “persons in employment” and are exempt from registration.

For contracts concluded on the basis of Articles 60, § 7, or 61 of the Law of 8 July 1976, the CPAS ensures social support for the duration of the contract and prepares the transfer to the FOREm, which implements a path toward employment in the final three months. Collaboration or cooperation agreements concluded between the FOREm and the CPAS on the basis of Article 18, § 2, of the decree of 12 November 2021 shall be phased out by December 31, 2026, at the latest.

Annual report and consultation

The FOREm draws up an annual report based primarily on the jobseeker’s single file and on the flows of the Social Security Crossroad Bank and the Data Exchange Crossroad Bank. The first report is established in 2028 and covers the year 2027; it is made public on the websites of the FOREm and the Representative Federation of CPAS. Strategic and tactical consultation between the FOREm and the Federation of CPAS takes place at least twice a year; local operational consultation, at least once a year.

The order furthermore repeals Article 13, § 1, paragraph 2, of the order of the Walloon Government of 6 June 2024. For Walloon CPAS and integration income beneficiaries, the deadline is immediate: registration with the FOREm is now a condition verified in the single file, and the first public report in 2028 will state how many people have complied.
