The government freezes electricity and gas prices until March 2027.

The Government of the Republic of Croatia, at its session held on September 10, 2026, adopted the Regulation on Measures for the Stability of the Domestic Energy Market, published in the Official Gazette (Narodne novine) number 101/2026 of September 11, 2026, on page 1209. The Regulation, signed by the Prime Minister mr. sc. Andrej Plenković, enters into force on October 1, 2026, and applies until March 31, 2027.

These are temporary measures adopted due to disruptions in the domestic energy market and to ensure its stability. The Regulation is based on the Energy Act, the Electricity Market Act, the Gas Market Act, and the Thermal Energy Market Act, and it regulates special measures for the trade of electricity and gas, the method and conditions for price formation for certain categories of customers, and the subsidizing of part of the final price of thermal energy.

Frozen Electricity Prices

For customers in the household category, the price of active energy is set at 0.091324 EUR/kWh under a single tariff, or 0.097189 EUR/kWh in the higher tariff (VT) and 0.047688 EUR/kWh in the lower tariff (NT), up to a total six-month consumption of 3,000 kWh. For non-household customers, the same prices apply up to 250,000 kWh, and for the difference in consumption above that amount, the price contracted with the supplier applies.

The same prices, regardless of total consumption, also apply to a wide range of customers, including:

• institutions, associations, and cooperatives, including parish offices, religious homes, soup kitchens, and charitable religious societies;
• municipalities, cities, and counties, as well as legal entities founded by them;
• water service providers, transmission and distribution system operators (for losses), religious and tourist boards;
• penitentiaries, prisons, and correctional facilities, preschool and school education institutions, higher education institutions, and public scientific institutes;
• health institutions, postal service providers, Croatian Radiotelevision and the Croatian News Agency (HINA);
• entities performing communal activities, chambers and trade unions, fire brigades, public institutions for the management of national parks, and state administration bodies.

If a household exceeds 3,000 kWh, the amount for the difference in consumption is increased by 35 percent. For customers who have contracted a lower price than the set price, the supplier may charge only the contracted price, while for contracts with a higher price, the price from the Regulation applies, and the difference is compensated via the Croatian Energy Regulatory Agency (HERA).

Measures for Gas and Thermal Energy

The guaranteed gas supplier or its affiliated company is obliged, in the period from October 1, 2026, to March 31, 2027, to sell gas to customers from the Regulation at a price equal to the price for households using the public gas supply service, with an average supply cost of 0.0084 EUR/kWh. The difference between the cost of gas procurement for the guaranteed supply and the cost for the public service is reimbursed to the supplier; the decision on the amount of reimbursement is made by HERA within 30 days and is executed by the Ministry of Economy.

For thermal energy, the Regulation provides for the subsidizing of part of the final price for all final customers, except for those who use thermal energy predominantly for business purposes. The amount of the subsidy, the method of calculation and display on bills, and the method of payment of the reimbursement will be determined by the Government by a special decision, based on calculations by HERA, which must submit the draft decision to the Ministry of Economy by October 15, 2026.

Additional Provisions and Termination of Validity

The Regulation enables privileged electricity producers from biogas power plants to achieve an additional amount of the incentive price due to the significant increase in the cost of silage raw materials, upon a request submitted to the company Hrvatski operator tržišta energije d.o.o. The transmission system operator, HEP – Operator distribucijskog sustava d.o.o. and PLINACRO d.o.o. will not submit a request for the change of tariff items until March 31, 2027, and the Government will take measures to ensure the business sustainability and investment potential of the company Hrvatska elektroprivreda d.d.

On the day this Regulation enters into force, the Regulation on the Elimination of Disturbances in the Domestic Energy Market (»Narodne novine«, no. 31/23., 74/23., 107/23., 122/23., 32/24., 104/24., 132/24., 56/25., 121/25., 122/25. – correction and 29/26.) ceases to be valid, and customers who use the guaranteed gas supply on September 30, 2026, may continue to use that right until March 31, 2027, at the latest.

The Regulation directly affects all energy consumers in Croatia, from households and public institutions to entrepreneurs and associations, and ensures predictable and frozen prices for six months during the period of highest energy consumption during winter.
