Housing flexibilizes savings and contributions for improvement subsidies in Biobío
Por FactBox Admin

The Ministry of Housing and Urbanism modified the special call for the development of projects under the Housing and Neighborhood Improvement Program and exempted savings requirements and additional contributions in the indicated polygons, thereby expanding access for the most vulnerable families in Biobío. The decision is contained in exempt resolution No. 1,679, issued on October 28, 2026, and published in the Official Gazette of the Republic of Chile No. 44,590, on Wednesday, November 4, 2026, Section I, pages 1 to 3 (CVE 2895031).
The administrative act modifies exempt resolution No. 1,308 (V. y U.), of August 17, 2026, which called for applications under special conditions for community equipment, housing, and housing condominium projects, regulated by DS No. 27 (V. y U.), of 2016. The regulation is based on article 24 of said regulation, which empowers the setting of requirements and demands for calls under special conditions, and on exempt resolution No. 43, of January 13, 2026, from the ministries of Finance and Housing and Urbanism, which authorizes the commitment of resources for housing subsidies during 2026.
The origin of the measure is ordinary letter No. 922, of August 27, 2026, from the Regional Ministerial Secretary of Housing and Urbanism of the Biobío Region, which requested an evaluation for the authorization of exceptions to the savings and additional contribution requirements. The reasoning invoked is that the applicants mostly correspond to people in the most vulnerable brackets of the Social Registry of Households.
Savings and contributions differentiated by chapter
The modification replaces Resolved 6.1 and establishes different conditions according to the application line:
- First Chapter (community equipment): applications are exempt from the provisions of articles 70 and 71 regarding the obligation to present additional contributions.
- Second Chapter (housing): the minimum savings to be credited decreases to 1 Unidad de Fomento, an amount that can be deposited into the corresponding account until the last day of the Application Digitization stage.
- Third Chapter (housing condominiums): applications are exempt from crediting minimum savings.
New deadlines to present and qualify projects
Resolved 4 is also replaced: the deadline for the Project Presentation stage may not be less than 10 calendar days, instead of the previous 20, counted from the communication of the result of the Application Enabling. Additionally, the Review and Qualification stage may not extend beyond December 28, 2026, a date that replaces October 30, 2026, and from which the selection process begins.
Regarding the Technical Construction Diagnosis (DTC), the registration platforms are specified: only DTCs identified as “Llamado de Polígonos 2026” are considered valid and, for Chapter Two, they must be entered under the cover “Llamado Nacional Polígonos Cap. II 2026”. Furthermore, Resolves 8.5, 8.12, and 8.13 are eliminated, with the subsequent ones being correlatively renumbered.
Up to 180 UF for electrical installations
Resolve 10.5 incorporates three paragraphs that establish additional resources per unit. When the electrical installation is addressed in its entirety, up to 180 UF per unit may be added to reach the current standard. When the Technical Construction Diagnosis requires changing the interior partitions of the apartment, up to 115 UF per unit may be added.
Serviu must verify the Technical Construction Diagnosis in the field to confirm the appropriateness of these resources prior to their approval. Likewise, it is specified that the regularization of existing constructions without final reception will be mandatory in projects that consider the types of work determined by literal b) of numeral 9.12.
The resolution bears the signature of the Minister of Housing and Urbanism, Iván Poduje Capdeville, and was transcribed by the Undersecretary Natalia Aguilar Bravo. The exempt resolution No. 1,308 (V. y U.) remains in effect in all aspects not modified.
The adjustment is important because it reduces the entry barriers to a subsidy that addresses community equipment, housing, and condominiums: in Biobío, lower-income families will be able to apply without proving prior savings in two of the three chapters and with only 1 UF in the remaining one, while committees gain additional weeks to present their projects and municipalities and technical entities access reinforcements of up to 180 UF per unit for electrical and partitioning works.
