Vivienda abre el segundo llamado nacional a subsidios habitacionales de 2026

The Ministry of Housing and Urbanism has called for applications for the Second National Call 2026 of the Integrated Housing Subsidy System for tiers 1, 2, and 3, through exempt resolution No. 1,650, issued on October 22 and published in the Official Gazette No. 44,586 on Thursday, October 29, 2026 (CVE 2892237). The process covers the modalities of home acquisition and construction on own site or property densification, in individual and collective alternatives with a housing project. The reception of applications is concentrated in the second half of November, and the text also establishes the amount of resources in Unidades de Fomento (UF) and their regional distribution by modality, tier, and alternative.

The call is based on DS No. 1 (V. y U.), of 2011, which regulates the Integrated Housing Subsidy System, and on exempt resolution No. 43 (V. y U.), of January 13, 2026, which authorized the issuance of calls and the commitment of resources during the year. The first call of the period was established by exempt resolution No. 669 (V. y U.), of April 30, 2026, whose group of non-selected applicants remains eligible to apply in this new instance. The act bears the signature of Minister Iván Poduje Capdeville and was transcribed by the acting Undersecretary Esteban Armando Montaner Rodríguez; it occupies pages 1 to 5 of Section I of the bulletin.

Dates, channels, and unique key

Individual application allows three routes, all with access via the Clave Única (Unique Key) provided by the Civil Registry and Identification Service:

  • Applicants who were not selected in the first 2026 call and meet the required savings: system available from 8:30 on November 17 until 16:00 on November 27, 2026.
  • “Online Application” platform: from 8:30 on November 18 until 16:00 on November 27, 2026.
  • Those who are unable to apply through the previous routes: in-person appointment via the Citizen Portal at www.minvu.cl to attend regional Information Offices (OIRS), with the same time window starting November 17.

Collective application is coordinated by the sponsoring entity with Serviu, with the submission of documentation from 8:30 on November 17 until 14:00 on November 27, 2026.

Required savings and subsidy amounts

The minimum savings are checked on the last day of the month prior to the application, must be available as of October 30, 2026, and must prove a minimum seniority of 12 months:

  • Home acquisition: 30 UF in tier 1, 40 UF in tier 2, and 80 UF in tier 3.
  • Construction on own site or property densification: 30 UF in tier 2 and 50 UF in tier 3.

To calculate the number of financeable certificates, the text uses average subsidies of 600, 450, and 270 UF for acquisition (tiers 1, 2, and 3) and 600 and 400 UF for construction on own site (tiers 2 and 3), across all regions. Applicants in tiers 2 and 3 for acquisition will not be required to provide a credit pre-approval certificate or prove their own financing resources.

Socioeconomic requirements and income caps

All applicants must have a Registro Social de Hogares (Social Household Registry). Tier 1 requires belonging to the most vulnerable 60% of the population and tier 2 to the 80%; people aged 60 or older, including those who turn 60 in 2026, may reach 90%. No maximum income limit is required for tiers 1 and 2.

In tier 3, families above the most vulnerable 90% have monthly net income caps according to the size of the household:

  • Coquimbo, Valparaíso, O’Higgins, Maule, Ñuble, Biobío, La Araucanía, Los Ríos, Los Lagos, and Metropolitana: $2,056,547 (one person), $2,879,166 (two), $3,208,214 (three), and $3,537,261 (four or more).
  • Arica and Parinacota, Tarapacá, Antofagasta, Atacama, Aysén, Magallanes and Antarctica, provinces of Chiloé and Palena, and Easter Island and Juan Fernández: $2,673,511, $3,496,130, $3,825,177, and $4,154,225.

Foreign applicants must present a valid foreign identity card with permanent residency, electronically verified by the Servicio Nacional de Migraciones (National Migration Service).

Distribution of resources and collective projects

The tables in points 2.1 and 2.2 detail the amounts in UF allocated to the direct subsidy and its distribution by region, modality, tier, and alternative; the text allows for redistributions approved by resolution of the Minister of Housing and Urbanism. In collective applications, the project cannot have municipal acceptance, requires prior approval from Serviu, and if there are works in progress, the progress must be certified by the builder; non-compliance by the sponsoring entity is penalized according to article 40 of DS N° 1. Land and feasibility certifications may be dated from January 1, 2025, onwards.

The call defines the entry point for thousands of middle-class families who were left out of the first process or who seek to buy, build, or densify with state support, and transfers to the applicants the obligation to prove savings, documentation, and social registry within an eleven-day window.
