Vitoria cita el 24 de noviembre a los afectados por el Zadorra

The Vitoria-Gasteiz City Council has summoned, for the coming November 24, 2026, the individuals and companies holding assets and rights affected by phase IV of the flood defense project for the Zadorra river, in the EDAR Crispijana-Gobeo section. The summons, approved by Decree of October 21, 2026, by the delegated councilor of the Department of City Model, Urbanism, Housing, Cleaning and Environment, is published in the Official Gazette of the Historical Territory of Álava number 127, of November 4, 2026, section II (Local Administration), with the official reference 2026-03124.

Signing of preliminary records at Pintor Teodoro Dublang

The appointment is part of the expropriation file under the urgent procedure, processed under number 2023/URBEX00011 by the Urban Planning and Execution Service. The act consists of the drawing up of the preliminary records of occupation of the affected assets and rights and will be held on the fourth floor of the municipal building located at 25 Pintor Teodoro Dublang Street, in Vitoria-Gasteiz.

  • Date of the act: November 24, 2026.
  • Location: Pintor Teodoro Dublang Street, 25, fourth floor, Department of City Model, Urbanism, Housing, Cleaning and Environment.
  • Schedule: staggered calls between 9:00 AM and 2:00 PM.
  • Signing authority: Borja Rodríguez Ramajo, delegated councilor of the department, in Vitoria-Gasteiz on October 28, 2026.

Twenty-eight properties and seventeen holders in polygon 3

The announcement includes the complete list of affected properties, all located in polygon 3 of the municipal district, with their cadastral plot and the details of the impacts: expropriation area, easement, and temporary occupation. In total, there are 28 properties and 17 holders—including individuals, companies, and public entities—with an expropriated area totaling approximately 16,790 square meters, to which around 1,688 square meters of easement and 12,734 square meters of temporary occupation are added.

Among the cited owners are Luis Ángel Gómez de Segura López de Lacalle, Ramón Fernández de Luco Díaz de Argandoña, María Asunción Armentia López de Mendiguren, Jaione Quintana Fernández de Luco, David Fernández de Luco López de Armentia, Arturo Fernández de Luco López de Armentia, Sergio Fernández de Luco López de Armentia, Natividad Fernández de Luco López de Armentia, Jesús Ángel Ortiz de Guzmán Sáez del Burgo, José Antonio Fernández de Retana Angulo, and José Alberto Zugazua González de Lopidana. Completing the list are the Comunidad de Propietarios Término Las Roturas, Nervión Compañía Anónima Inmobiliaria, S.A., Eroski S. Coop., the Junta Administrativa de Asteguieta, and the Diputación Foral de Álava. Property number 18, with 401 square meters of expropriation, is listed under an unknown owner.

Asteguieta, Eroski, and Nervión concentrate the greatest impacts

The Junta Administrativa de Asteguieta is the entity with the most affected properties: eleven plots (numbers 3, 4, 6, 7, 15, 17, 21, 23, 24, 27, and 28), with approximately 4,288 square meters of expropriation and 2,402 square meters of temporary occupation. The largest land contribution corresponds to Eroski S. Coop., whose two plots (19 and 20) total 2,792 square meters expropriated and 3,554 square meters of temporary occupation.

Also notable are the properties of Jesús Ángel Ortiz de Guzmán Sáez del Burgo, with 1,991 and 1,656 square meters of expropriation, and that of José Alberto Zugazua González de Lopidana, with 1,942.56 square meters, the only one with the surface area expressed in decimals. Nervión Compañía Anónima Inmobiliaria, S.A. contributes 1,096 square meters of expropriation divided across two plots.

The summons is staggered by time slots: at 9:00, property 2 appears; at 9:20, properties 14 and 25; at 9:50, property 22; at 10:10, properties 29 and 1; at 10:40, properties 8, 10, and 26; at 11:20, property 9; at 11:40, property 11; at 12:10, properties 12 and 13; at 12:40, properties 19 and 20; at 13:20, the eleven plots of Asteguieta; and at 14:00, properties 5 and 18.

Impact for the owners

The publication opens the decisive procedure for the owners of plots in the surroundings of the Zadorra: the signing of the preliminary act fixes the surface area and the impacts that will serve as the basis for the valuation and subsequent payment, without the material occupation being suspended due to eventual discrepancies over the price. Interested parties must appear on November 24 at the time assigned to their property, provided with documentation proving ownership, in a procedure affecting nearly 17,000 square meters of land in polygon 3 and which forms part of the flood defense infrastructure of the river as it passes through the municipality.
