Villar del Cobo approves the public price for municipal electric charging
Por FactBox Admin

The Villar del Cobo City Council has definitively approved the Regulatory Ordinance for the Public Price for the Supply of Electrical Energy at Municipal Charging Points, which establishes a flat rate of 0.30 euros per kilowatt-hour and a penalty regime ranging from 100 to 500 euros. The agreement of the Plenary Session dated August 14, 2026, is published in the Official Gazette of the Province of Teruel number 199, dated October 16, 2026, under reference No. 2026-3006. The regulation governs both the charging for energy and the use of the public parking space associated with the chargers.
The ordinance was automatically elevated to definitive status as no claims were filed during the public exhibition period, according to the text published in the Local Administration section, Municipalities subsection. Its legal basis is Article 127, in relation to Articles 41 to 47, of Royal Legislative Decree 2/2004, of March 5, which approves the Recast Text of the Law regulating Local Treasuries, and is published in compliance with Article 70.2 of Law 7/1985, of April 2, and Article 141 of Law 7/1999, of April 9, on Local Administration of Aragon.
Flat rate and payment management
The price is set at 0.30 euros per kilowatt-hour, regardless of the type and power of the connector. Measurement is performed digitally via the charging device’s internal meter, tested and approved according to MID regulations, and indicated on the equipment’s screen.
The taxable event includes both the connection and consumption of electricity as well as the use of the public road and the necessary infrastructure. Users who request and perform the recharge through the management platform’s computer system are obligated to pay; no payment letter or receipt is issued, and the account charge serves as proof for the user. The accrual occurs upon requesting access to the service or performing the recharge.
- Access via mobile device applications, contactless cards, or other personal and secure means that are enabled.
- The entity owning or managing the platform acts as a collaborating entity for municipal collection.
- Debts may be demanded through the administrative enforcement procedure, in accordance with Article 46.3 of the Recast Text of the Law regulating Local Treasuries.
- Vehicles owned by the municipality of Villar del Cobo are exempt from payment.
Sanctions from 100 to 500 euros depending on severity
The penalty regime distinguishes three levels: minor infractions are fined 100 euros, serious infractions 200 euros, and very serious infractions 500 euros. Sanctions of a purely pecuniary nature may benefit from the reductions provided for in current legislation.
- Minor offenses: occupying a space reserved for charging, parking across more than one space, failing to remove the vehicle thirty minutes after charging has ended, failing to coil the cable, or failing to properly return the connector.
- Serious offenses: delaying the charging of the next user by failing to remove the vehicle promptly, keeping it parked for more than three hours after charging has ended, negligently damaging the equipment or installation, failing to comply with the manufacturer’s safety regulations to the detriment of the public service, and accumulating two minor offenses within one year.
- Very serious offenses: completely preventing the next user from charging by improperly occupying the space for the entire duration of the reservation, the theft or intentional damage of charging point elements, fraudulent use of the service, and failing to identify the alleged responsible party when requested by the Civil Guard or other law enforcement agents.
Vehicle removal and liability
The ordinance authorizes the immobilization or removal of the vehicle from the public road, with deposit in an authorized location and the cost charged to the offender. When the offending person cannot prove habitual residence in Spanish territory, the reporting officer will provisionally set the amount of the fine and, if the amount is not deposited or payment is not guaranteed, the vehicle will be immobilized.
The person who committed the act shall be responsible and, where applicable, the owner or lessee of the vehicle, who are obliged to truthfully identify the responsible party. If the infringement is committed by several people and the degree of participation cannot be determined, they shall be jointly and severally liable. Regardless of the fine, the offender must restore the assets to their previous state and compensate for damages, the amount of which will be set by the City Council following an appraisal by technical services. The competence to initiate and resolve the sanctioning procedure corresponds to the Mayor’s Office, in accordance with Law 39/2015, of October 1.
Validity, review, and appeals
The ordinance will be published in the provincial bulletin and will not enter into force until its full text has been published and the period provided for in Article 65.2 of Law 7/1985 has elapsed, remaining in force until its express modification or repeal. The modification of public prices shall be the responsibility of the Plenary of the Corporation, without prejudice to a review within the first month of each fiscal year based on the price of electricity.
An administrative appeal may be filed against the ordinance before the Administrative Litigation Chamber of the High Court of Justice of Aragon, based in Zaragoza, within two months from the day following the publication of the announcement, in accordance with Articles 10.1.b), 45, and 46 of Law 29/1998, of July 13.
The regulation transforms the use of municipal chargers into a fee-based and monitored service: electric vehicle drivers must remove their car as soon as charging is complete or face fines of up to 500 euros, in addition to the possible removal of the vehicle and payment for damages. For the municipality, this means organizing the occupancy of reserved spaces that until now lacked their own economic and sanctioning regime.
