Vega de Espinareda adjudica por concurso una vivienda social en Sésamo

The Vega de Espinareda City Council has approved the guidelines to award, via competition, a municipally-owned home under a social rental scheme in the town of Sésamo, with a monthly rent of 150 euros. The agreement of the Local Government Board dated September 18, 2026, is published in the Official Gazette of the Province of León no. 186, dated September 29, 2026 (reference BOP-LE-2026-186017). Interested parties have a period of 10 business days to submit their applications.

The property subject to the call is the municipal home located at Avenida de Ancares, 108, in Sésamo, within the municipality of Vega de Espinareda, with cadastral reference 1946627PH9324N0001EM. The contract is classified as private in accordance with article 9.2 of Law 9/2017, on Public Sector Contracts, and its award is processed by competition according to article 107.1 of Law 33/2003, on the Heritage of Public Administrations. The specifications are signed by the mayor, Javier Salgado González.

The declared purpose is to prioritize housing access for the specially protected groups listed in article 5 of Law 9/2010, of August 30, on the right to housing of Castilla y León, as amended by Law 10/2013, of December 16. For this reason, the specifications emphasize that the home is not being tendered at market price.

Applicant Requirements

To be a beneficiary, the following conditions must be met as of the application deadline date and referred to the family unit:

  • Have no criminal record.
  • Not exceed an annual income of twice the 2024 IPREM, set at 7,200 euros per year (20 euros daily and 600 euros monthly), meaning a maximum of 14,400 euros.
  • Not own a home within the municipality or, if applicable, that the home does not meet the required habitability conditions.
  • Be up to date with obligations to the Tax Agency, Social Security, and the City Council itself.

Scoring Scale and Protected Groups

The scoring awards 2 points for each member of the family unit, including the applicant, and specifically prioritizes vulnerable groups:

  • 15 points: disability greater than 65% or grade III of severe dependency; victims of gender-based violence; single-parent families; people over 65 years old; and long-term unemployed people over 55 years old.
  • 10 points: disability between 50% and 65% or grade II; large families; and people under 35 years old.
  • 5 points: disability between 33% and 50% or grade I.
  • By income: up to 10 points for the lowest incomes, with decreasing brackets up to twice the IPREM.

In the event of a tie, priority will be given to applicants with the lowest incomes, dividing the income by the number of members of the family unit; if the tie persists, it will be resolved by lottery.

Rent, Term, and Duration of the Contract

Applications shall be submitted to the municipal Registry using the official form, also available on the electronic office, within 10 business days from the day following the publication of the specifications in the Official Gazette of the Province of León. The required documentation includes ID (DNI), family record book, income tax return, pension certificate, cadastral certificate, criminal record certificate, and accreditation of protection circumstances. Errors or omissions may be rectified within 10 days.

  • Monthly rent: 150 euros, payable in advance within the first five days of each month.
  • Limit: the rent may not exceed one-third of the tenant unit’s income.
  • Review: annual in accordance with the CPI published by the National Statistics Institute.
  • Deposit: one month’s rent.
  • Duration: one year, with mandatory annual extensions up to a maximum of two years.
  • Occupancy: one month from the delivery of keys, with mandatory registration (empadronamiento) of the entire family unit.

Processing and list of applicants

A Valuation Commission, composed of a president and three official members, along with the Corporation’s secretary, will prepare the list of applicants in order of score and submit the proposal to the Local Government Board, which will award the housing. The list will also serve to cover future housing under this social rental scheme if the proposed candidate rejects the award.

The call comes in a context of affordable housing scarcity in the rural El Bierzo region and reserves access for households with the fewest resources. The fixed rent of 150 euros and the social scale make this award a reference for the residents of Vega de Espinareda and its surroundings seeking a stable housing solution.
