Valls convoca per promoció interna una plaça de sergent local

Mayoralty-Presidency Decree of the Valls City Council no. 912/2026, of October 23, has approved the bases and the call for the selection process to fill one position of sergeant of the Valls Local Police through internal promotion and competitive examination. The full text is published in the Official Gazette of the Province of Tarragona on October 27, 2026, with the reference CVE 2026-09954 and process code FC 2/2026 - PI. The position, vacant in the municipal staff, is part of the public employment offer for the year 2023, published in the BOPT on January 4, 2024, under the reference CVE 2023-11681.

The call is made in compliance with article 5.1 of Decree 233/2002, of September 25, which approves the Regulation on access, promotion, and mobility of local police, and is developed under the framework of Law 16/1991, of July 10, on local police. The functions of the position are those attributed by legislation to the category of sergeant, within the special administration scale, special services sub-scale, local police class, intermediate category, and classification group C, subgroup C1. The reservation of places for women is governed by the eighth additional provision of Law 16/1991, in its current wording.

One command position reserved for corporals

The process is for internal promotion, meaning it is not open to free access: only career civil servants of the corps may apply. The central requirement is to hold the status of a career civil servant in the category of corporal of a local police force in Catalonia and to prove a minimum seniority of two years in this category, in accordance with article 30 of Law 16/1991 and article 6.2 of Decree 233/2002.

The other requirements that must be met on the closing date of the application period and maintained throughout the process are:

  • Hold Spanish nationality.
  • Be in active service, in special services, or in service in autonomous communities or other administrations.
  • Possess a high school diploma (batxiller), technical degree, or equivalent.
  • Not suffer from any illness or physical or psychic limitation that prevents the exercise of the functions.
  • Have no criminal record nor have been separated from service through disciplinary proceedings.
  • Hold valid class A and B driving licenses.
  • Assume, by sworn statement, the commitment to carry weapons.
  • Prove an intermediate level of Catalan (B2) or take the corresponding test.
  • Pay the examination fee of 15.00 euros, as provided for in Fiscal Ordinance no. 6.

Four exercises and eighteen merit points

The opposition phase has a maximum of 60 points and consists of four exercises, all of which are mandatory and eliminatory. The first is a psychotechnical test of aptitudes, personality, and competencies including an interview, graded as pass or fail. The second is a practical exercise consisting of two cases, valued at 30 points with a minimum of 15 points, of which at least 5 must be obtained in each case. The third is the Catalan language test, also pass or fail, and the fourth is the presentation of a Local Police organization project focused on the proximity area, with a maximum of 30 points and a cutoff score of 15.

The competition phase evaluates documented merits with a maximum of 18 points, distributed as follows:

  • Professional experience: up to 4 points, with 0.30 points per full year as corporal and 0.40 per year as sergeant.
  • Professional training: up to 4 points, depending on the duration of the accredited courses in hours.
  • Academic qualifications: up to 2.5 points, with 2.50 points per doctorate and 2 per degree or license.
  • Teaching: up to 2 points, at a rate of 0.25 points for every 20 hours taught to police forces.
  • Catalan level: up to 1 point (0.5 for C1 and 1 for C2).
  • Rewards and distinctions: up to 1 point.
  • ACTIC digital competencies: up to 1.50 points.
  • Quality of work developed: up to 2 points, through a report signed by commanders.

Twenty business day deadline and qualifying tribunal

Applications must be submitted to the electronic registry of the Valls City Council within a non-extendable period of 20 business days from the day following the publication of the call in the Official Gazette of the Generalitat de Catalunya. The call is published on the edicts board of the municipal electronic headquarters as a notification to interested parties.

The qualifying tribunal will have an odd number of members: one third from the same corporation, one third specialized technicians of the same category or higher, and the remaining third proposed by the Department of Interior and Public Security, with at least one person designated by the Public Security Institute of Catalonia and one from the General Directorate of Coordination of Local Policies.

Selective course and six months of internships

Those who pass the tests must complete the selective access course for the category of sergeant organized by the Public Security Institute of Catalonia, from which those who prove to have passed it are exempt. Afterwards, the process includes an internship period of six months of effective service, which is mandatory and eliminatory, evaluated by a commission based on ten key competencies, with a minimum average of 5 points out of 10 and a minimum of 4 points in each.

The position is a command post within the municipal staff: whoever obtains it will assume service organization and team management functions, and will become part of the body’s intermediate scale. The process occurs when the body already has the position vacant in the list of job positions and has had an approved employment offer since the beginning of 2024, such that the call establishes the calendar and conditions for the replacement within the same municipal structure.
