Valladolid convoca 12 plazas de bombero mediante concurso ordinario de méritos

The Valladolid City Council has announced 12 vacancies for the category of Firefighter 3 of the Fire Extinction, Rescue and Civil Protection Service (SEISPC) through an ordinary merit-based competition. The call is formalized in the Resolution of September 30, 2026, by the Delegate Councilor for Finance, Personnel and Administrative Modernization, published in the Official Gazette of Castilla y León no. 196, of October 8, 2026 (reference BOCYL-D-08102026-196-23). The positions are vacant and included in the municipal Job Position List.

An internal call to reinforce the Fire Extinction Service

The resolution is issued under Decree no. 8610, of September 30, 2026, signed by Francisco de Paula Blanco Alonso, and processed under file 2025/BCO_01000002. Competence corresponds to the Governing Board according to article 127.1.h of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, competence delegated to the signing councilor by agreement of June 28, 2023.

The file includes the prior hearing of the Civil Servant Personnel Board and the favorable audit of the General Comptroller, with a report dated September 17, 2026. The call is governed by the Recast Text of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30, and by the general bases of municipal selection processes approved by decree of July 15, 2020.

Requirements and application deadline

Career civil servants of the SEISPC belonging to the Special Administration Scale, Special Services Subscale, Fire Extinction class, group C, subgroup C1, Firefighter category may participate. The required requirements are:

  • A minimum of two years must have elapsed since taking possession of the last definitive destination.
  • To hold the certificate issued by the Training Center of the Valladolid City Council for the performance of the Firefighter 3 position.
  • Civil servants in provisional assignment are obliged to compete and to apply for, at least, the position they currently hold.

The deadline for submitting applications is fifteen business days counting from the day following the publication of the summary of the call in the Official State Gazette. Applications shall be addressed to the Mayor-President and submitted preferably at the municipal General Registry, according to the model in Annex III. The examination fee will not be required for municipal personnel participating through internal promotion.

Scale, evaluation commission and offered positions

The evaluation of merits will be carried out for a maximum of 35 points, with the following breakdown:

  • Seniority: up to 20 points, at a rate of 0.2 points for each full month of service as a civil servant in the firefighter category.
  • Consolidated personal grade: up to 7.5 points, depending on whether it is higher, equal, or lower than that of the requested position.
  • Work performed: up to 7.5 points, with 0.15 points per month in higher-level positions, 0.10 in equal-level, and 0.05 in lower-level.

The Assessment Commission will be composed of a president who is a career civil servant, four members—two proposed by the Personnel Board—and a secretary with a voice but no vote, with an equal number of substitutes. Its composition shall adhere to the principles of impartiality, professionalism, and a balanced presence of women and men.

The offered positions appear in Annex II, with codes 0006585 to 0006595 and 0006694, assigned to file 11.04.23 for Firefighter 3, level 18 and a specific supplement of 21,322.28 euros. Their functions encompass intervention in accidents, the rescue of people and property, the operation of mechanical equipment, the prevention of occupational risks, and the daily review of assigned material.

Calendar, resolution, and appeals

The provisional resolution will be published on the Notice Board of the municipal Electronic Office, with a period of ten business days for allegations. The maximum period for the final resolution is three months from the publication of the call announcement in the Official Provincial Gazette; if this period passes without a resolution, applications will be understood as rejected by administrative silence.

The cessation from the previous destination will be carried out ex officio within three business days following the publication of the indicative announcement, and the period for incorporation will be three business days or one month if it involves reentry into active service. An optional appeal for reversal may be filed against the decree within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Valladolid within two months.

The call reinforces the staff of the municipal emergency service and opens a path for internal promotion for firefighters already active in the city, who must prove two years in their definitive destination and the specific training certificate to apply for one of the twelve positions.
