Valderrey puts out to tender the social rental of a municipal dwelling

The Valderrey City Council has approved the administrative clauses specification that will govern the award, via competition, of the lease contract under a social rental scheme for a municipally owned home located at number 14 Mercado Street, in Castrillo de las Piedras. The approval was formalized by Decree No. 2026-0210, dated October 6, 2026, and the announcement is published in the Official Gazette of the Province of León number 195, dated October 14, 2026, with the reference BOP-LE-2026-195015. The monthly rent is set at 200 euros, and the award will prioritize groups under special protection.

The file is listed as 340/2026 in the announcement and 447/2025 in the specification, and is supported by Article 20.1.f) of the Local Government Law of Castilla y León, which attributes the promotion and management of housing to municipalities, and Article 8.2 of Law 33/2003, of November 23, on the Heritage of Public Administrations. The City Council justifies not tendering the home at market price and establishes as a fundamental priority the access of the groups under special protection mentioned in Article 5 of Law 9/2010, of August 30, as amended by Law 10/2013, of December 16.

The award will be carried out through a competition with several criteria, in accordance with Article 107.1 of Law 33/2003, and the contracting body is the Mayor’s Office, according to the second additional provision of Law 9/2017, of November 8, on Public Sector Contracts. The property is incorporated into the municipality’s public social rental housing stock with the support of the PROGRAMA REHABITARE grant, promoted by the Ministry of Environment, Housing and Territorial Planning of the Regional Government of Castilla y León.

The home and economic conditions

The asset subject to the contract is an unoccupied and vacant home, with cadastral reference 2698603TM5929N0001JP, which occupies part of the ground floor and the upper floor and consists of a living room, dining room, kitchen, three bedrooms, and two bathrooms. The built area is 154 square meters of housing and 200 square meters of warehouse, with a coefficient of 100 percent and a construction year of 1935.

• Monthly rent: 200 euros, payable in advance within the first ten days of each month.
• Limit: the rent may not exceed one-third of the leasing unit’s income.
• Deposit: one month’s rent, returned at the end of use minus any damages caused.
• Duration: one year, renewable for annual periods up to a maximum of three years, upon request thirty days in advance.
• Withdrawal: possible after six months, with thirty days’ prior notice.
• Utilities: electricity, water, waste collection, telephone, or gas are the responsibility of the tenant.
• Municipal reserve: the City Council reserves one bedroom to accommodate interns during the summer months.

Requirements and scale

Natural persons with full legal capacity who are applicants for housing in the municipality and meet the objective conditions of the specifications may apply. These include registration (empadronamiento) in Valderrey for a minimum of one year, the lack of own housing within the municipal district, and family unit income equal to or less than 1.5 times the 2025 IPREM.

• Reference IPREM: 20 euros per day, 600 euros per month, 7,200 euros annually in 12 payments, and 8,400 euros in 14 payments.
• Age: over 18 years old, with preference for specially protected groups.
• Inadequate housing: total useful area of less than 30 square meters, less than 10 square meters per person, or deficiencies whose repair cost exceeds 50 percent of the sale value.
• Scoring: one point for each member of the family unit and two points for victims of gender-based violence and terrorism.
• Economic situation: five points if income does not exceed one IPREM and three points between 1.01 and 1.5 times the IPREM.
• Unemployment: two points per member without benefits or subsidies and one point if any are received.
• Registration: four points with five or more years of seniority for specially protected groups, three points without that condition, and two or one point with less than five years.

Deadlines, commission, and award

The deadline for submitting applications is twenty business days from the day following the publication of the tender announcement in the Official Gazette of the Province of León. Proposals shall be submitted electronically or, depending on the target group, in person or by certified mail at the General Registry of the City Council, from 9 a.m. to 2 p.m., Monday to Friday.

• Evaluation Committee: a president, three members, and a secretary, career officials from the Valderrey City Council and the Provincial Council of León.
• Definitive deposit: one month’s rent, within fifteen calendar days from the notification of the award.
• Acceptance: ten business days from the notification to accept and commit to formalizing the contract.
• Occupation: one month maximum from the delivery of the keys.
• List: the scoring order will also serve to cover future social rental housing in the municipality.

The specifications convert a vacant municipal dwelling into a social rental resource with a fixed rent and a scale that prioritizes prolonged residence in the municipality, a measure that the document itself links to the fight against rural depopulation. For housing applicants registered in Valderrey, the call opens an access route with economic conditions well below the market, while the City Council establishes a reserve list for future awards.
