Valdepeñas declares two Technician positions vacant and the offer expires

The Valdepeñas City Council has declared void the selection process convened to fill, via open competition, two positions for General Administration Technician corresponding to the 2023 Public Employment Offer. The decision is formalized in Decree 2026-8266, dated October 8, 2026, and published in the Official Gazette of the Province of Ciudad Real number 199, dated October 15, 2026, in the local administration section, under announcement number 3335.

The municipal agreement states that none of the applicants passed all of the eliminatory exercises required in the call for applications. To this result is added a second administrative effect: the expiration of the employment offer itself regarding those positions, as the legal period provided for its execution has elapsed.

The four points of the decree

The resolution part of Decree 2026-8266 is structured into four sections:

• First. Declare void the selection process convened for the provision of two positions for General Administration Technician, as none of the applicants passed all of the eliminatory exercises required in the bases.
• Second. Declare the expiration of the 2023 Public Employment Offer regarding said positions, as the period provided for in article 70.1 of the Recast Text of the Law of the Basic Statute of the Public Employee has elapsed.
• Third. Initiate the corresponding processing.
• Fourth. Communicate the resolution to the corresponding departments and publish an extract regarding the 2023 Public Employment Offer in the Official Gazette of the Province, as well as communicate it to the State Administration and the Regional Administration.

Expiration of the 2023 offer

The second section of the decree is based on article 70.1 of the Recast Text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30. This provision sets a maximum period of three years to execute public employment offers, meaning that the calls included in the 2023 offer have exhausted their validity without the positions being filled.

The expiration affects only the General Administration Technician positions subject to this file and does not imply any irregularity in the procedure or for the participants: it is limited to confirming the result of the tests and the expiration of the legal deadline.

Communications and new processing

The third section orders the initiation of the corresponding processing, which opens the way for a new call for applications or the reincorporation of the positions into a subsequent planning instrument. The fourth section provides for notification to the State Administration and the Regional Administration, in compliance with the provisions of Article 56.1 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

The announcement appears signed by the Head of Section of the B.O.P., Juan Luis Cuadros Campo, dated October 14, 2026, and occupies page 24 of the provincial bulletin.

Impact

The erroneous closure of this process leaves two positions of a technical body in the Valdepeñas City Council unfilled and forces the processing to restart from scratch. For the applicants, the expiration of the 2023 offer implies that the positions must be included again in a new public employment offer before they can be called for again, with the deadlines and procedures that this entails.
