Valdepeñas declares three positions from the 2023 job offer expired

The Valdepeñas City Council has declared the expiration of the ordinary Public Employment Offer for the 2023 fiscal year regarding the positions that were not executed. The decision was adopted via Decree 2026-8173, dated October 7, 2026, and is published as an extract in the Official Gazette of the Province of Ciudad Real on Friday, October 9, 2026, in announcement number 3268.

The agreement affects three positions that remained unfilled and, therefore, lapse: one position for an archaeologist, one position for a web and social media manager, and one position for a lifeguard. With this resolution, the Council formally closes the process opened in 2023 and avoids indefinitely dragging out calls for applications that can no longer be executed within the legally prescribed timeframes.

The three positions that lapse

The decree expressly identifies the non-executed positions from the 2023 ordinary offer:

• 1 position for an archaeologist.
• 1 position for a web and social media manager.
• 1 position for a lifeguard.

None of them were called or resolved, so the declaration of expiration extinguishes them as committed vacancies for that fiscal year. The text does not detail the specific causes of the delay, but it does confirm that they remained unexecuted.

What the decree orders

The operative part of Decree 2026-8173 goes beyond simple expiration and establishes three complementary actions:

• To call, where applicable, these positions in the next Public Employment Offer, so that they may be included again in a new fiscal year.
• To initiate, where applicable, the processing of a restructuring of the affected municipal departments.
• To communicate the agreement to the corresponding departments and forward it to the State Administration and the Regional Administration.

The publication of the extract in the provincial gazette and the communication to the state and regional administrations are carried out, according to the announcement itself, in compliance with the provisions of Article 56.1 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

Background: the 2026 offer already underway

The 2023 expiration comes while the City Council maintains its most recent personnel planning. The Public Employment Offer of Valdepeñas for 2026 was approved and published in the Official Gazette of the Province of Ciudad Real number 142, dated July 28, 2026, and various calls for applications have been deployed based upon it.

Among these, the guidelines for the provision of two Local Police positions via mobility stand out, approved by Mayoral Decree 2026-7083, dated August 28, 2026, as well as the call for one Local Police Officer position via internal promotion, the guidelines for which were published in provincial bulletin number 152, dated August 11, 2026. In parallel, the City Council has continued processing internal provision procedures, such as the merit-based competition for the position of head of sports facilities group, approved by Mayoral Decree 2026-8246, dated October 8, 2026.

Impact for residents

The expiration of the three positions from 2023 means that the municipal services for archaeology, digital communication, and lifeguarding will not be reinforced with the incorporations planned three years ago. The City Council leaves the door open to recover them in the next offer and to reorganize the involved departments, which will determine whether those functions are covered by new personnel or redistributed among the current staff.
