Por FactBox Admin

The Valdepeñas City Council has approved the guidelines to fill five permanent positions for First-Class Works Official as fixed labor personnel, through the general system of open access and competitive examination. This is done via Mayoral Decree 2026-8592, dated October 23, 2026, published in the Official Gazette of the Province of Ciudad Real number 207, dated October 27, 2026, in the Local Administration section, under announcement number 3464 (page 10102).
Eight masonry positions in the municipal workforce
The called positions belong to Group/subgroup C2, Special Administration scale, Special Services, and are vacant in the personnel workforce for the 2025/2026 fiscal years. The call was already planned in the public employment offers for both years:
- 2025 Offer, approved by decree 2025-4523, published in BOP number 90, dated May 14, 2025.
- 2026 Offer, approved by decree 2026-5664, dated July 17, 2026, published in BOP number 142, dated July 28, 2026.
The job description sheet, with code 86 and nine homogeneous positions in the organization, details functions specific to the masonry trade: repair and maintenance of works, public roads, municipal buildings and facilities, including work on slopes, plastering, insulation, partitions, flooring, roofs, coverings, bricklaying, and structures. The official also assumes the immediate organization, assignment, and supervision of the tasks of the personnel collaborating with them, as well as the handling and care of machines, equipment, and tools of the trade.
Requirements and submission of applications
Applicants must meet the following requirements by the end of the application period:
- Spanish nationality or nationality of a European Union member state, with the extensions provided for spouses and descendants.
- Be at least 18 years old and not exceed the maximum compulsory retirement age.
- Graduate degree in Compulsory Secondary Education (ESO) or equivalent, with homologation in the case of foreign qualifications.
- Class B driver’s license.
- Functional capacity for the performance of the position and not be in a situation of separation or disqualification.
Applications shall be submitted electronically through the municipal electronic office and the Common Electronic Registry, using Cl@ve, electronic DNI, or electronic certificate as identification and signature systems. The deadline is twenty business days starting from the day following the publication of the call announcement in the Official State Gazette. After the closing date, the Mayor’s Office will approve the list of admitted and excluded candidates, which will be published in the BOP and on the notice board, with ten business days for claims and corrections.
Two eliminatory exercises and masonry syllabus
The process will consist of two mandatory and eliminatory tests. The first will be a 50-question test with three alternative answers, in which each error penalizes one-third of the value of a correct answer and a minimum of 5 out of 10 points is required to pass. The second will be a practical test consisting of one or several cases, with a maximum duration of two hours, also scored from 0 to 10 points and with a minimum of 5 to pass.
The final score will be the arithmetic mean of both exercises, with a tie-break that prioritizes the practical exercise, followed by the theoretical one and, as a last resort, a public draw. The procedures may not begin until at least two months have passed since the publication of the announcement in the BOE, and the place and date of the first exercise will be announced in the BOP fifteen days in advance. The order of performance will be determined by the alphabetical order of the first surname, starting with the letter “Q”.
The official syllabus, annexed to the rules, consists of seven general topics—Constitution, municipal organization, local regime, occupational risk prevention, and the Municipal Equality Plan—and fourteen specific masonry topics, covering foundations, reinforced concrete, flooring, enclosures, roofing, sanitation, machinery, demolitions, mortars, construction site signaling, accessibility, interpretation of plans, and building pathologies.
The Qualifying Tribunal will be a collegiate body, with a presidency, three members, and a secretariat, and will include the legal representation of the workers as an observer of the process. The call also provides for the establishment of job banks in accordance with municipal regulations and Article 48 of Law 4/2011, of March 10, on the Public Employee of Castilla-La Mancha.
Impact on stable employment in the city
The call consolidates five permanent jobs in the municipal services of one of the most populous towns in the province, after a long period of coverage through temporary formulas. In addition to offering job stability in the local public sector, it opens the door to the creation of job banks that will allow for the coverage of specific needs of the municipal works and services brigade.
