Valdeobispo suspende la subasta del lote 8 de la dehesa municipal

The Valdeobispo City Council has nullified and suspended the tender for lot 8 of the Municipal Patrimonial Dehesa after identifying an error in the description of the plot’s surface area and the minimum tender fee. The rectification is published in the Official Gazette of the Province of Cáceres no. 0202, dated October 21, 2026, in Section I - Local Administration (reference BOP-2026-4942), and the suspension will remain in effect until the municipal Plenary adopts a new agreement.

The corrected announcement is dated October 20, 2026, and is signed by the mayor-president, Juan José García Pañero. In the published text, the council does not detail the specific scope of the rectification nor the figures that will replace the erroneous ones: it limits itself to communicating for general knowledge that the tender for lot 8 “is nullified and suspended.”

The origin: a competition approved in September

The competition was approved by agreement of the Plenary in an ordinary session on September 24, 2026, which gave the green light to the specifications of particular administrative clauses and called for the auction. The announcement was published in the Official Gazette of the Province of Cáceres no. 189, dated October 2, 2026 (reference BOP-2026-4597), and it is this text that is now partially nullified.

The objective was the leasing, by independent lots, of rural lands from the municipal patrimonial dehesa for agricultural and livestock use. The contract is private in nature and is processed with publicity and competition in accordance with patrimonial and local contracting regulations.

The seven lots and their fees

The call affected seven lots of polygon 4, with the following minimum annual tender fees:

  • Lot 2, plot 20038: 1,259.70 euros.
  • Lot 3, plot 30038: 2,419.57 euros.
  • Lot 4, plot 40038: 1,709.07 euros.
  • Lot 7, plot 10039 b: 1,916.98 euros.
  • Lot 8, plot 40039: 439.26 euros, the lot now suspended.
  • Lot 9, plot 20039 a: 4,178.66 euros.
  • Lot 10, plot 20039 b: 2,898.48 euros.

The technical annex of the original announcement attributed to lot 8 a surface area of 1.3015 hectares of irrigated land, with no dryland or unproductive land, and a minimum annual rent of 439.26 euros. The fee could only be improved upwards, and irrigation expenses—fees, tariffs, and quotas from the Tagus Hydrographic Confederation or the Irrigation Community of the Left Bank of the Alagón River—were the responsibility of the successful bidder, charged in proportion to the irrigated hectares.

Deadlines, criteria, and effects for bidders

The suspension comes while the deadline for submitting proposals is still open: twenty calendar days from the day following the publication of the announcement, a period that concluded on October 22. Offers were to be submitted to the General Registry of the City Council or through the municipal Electronic Office, in two separate envelopes or files (administrative documentation and economic offer).

The general conditions of the competition remain for the rest of the lots:

  • Duration: from formalization until September 30, 2031, without tacit extension.
  • Award criteria: economic offer, 70 points; additional conservation commitments, 15; conservation of existing infrastructure, 15.
  • Final guarantee: 5 per 100 of the awarded annual fee, prior to formalization.
  • Opening of proposals by the Evaluation Committee and award to the offer with the highest total score.

The published correction does not alter the other lots, but it does require the procedure for lot 8 to be restarted: the auction cannot resume until the Plenary approves a new agreement with the rectified area and fee.

The error directly affects those who had already prepared offers for lot 8, which has the lowest fee of the entire competition and is therefore the most accessible for small tenants. The rectification delays the award of that plot and leaves the planned calendar for the lease of the municipal pasture in suspense, while the rest of the lots continue their course according to the specifications approved in September.
