Valdecilla calls for a singularized position via commission with an objective scale
Por FactBox Admin

The Cantabrian Health Service has called for the temporary coverage, via service commission, of a singularized position at the Specialized Care Management Area I: Marqués de Valdecilla University Hospital. The resolution is published in the Official Gazette of Cantabria number 214, dated November 6, 2026, in section 2.2 (Courses, competitive examinations, and contests), with the official reference CVE-2026-8644. The document was signed in Santander on October 29, 2026, by the managing director of the organization, Luis Miguel Carretero Alcántara.
The call is not an isolated procedure, but the direct consequence of a resolution by the Health Councilor dated February 19, 2026, issued via an administrative appeal, which established interpretive criteria for the provision of singularized positions through service commissions. This ruling established that these procedures must be structured through previously determined objective merit assessment systems, and not through discretionary appointment.
The invoked regulatory framework is Article 51 of Law 9/2010, of December 23, regarding statutory personnel of health institutions of the Autonomous Community of Cantabria, which reserves the specific merit contest as the ordinary form of provision for these positions. Temporary coverage by commission is permitted only with justified causes and in compliance with legal requirements and limits; thus, if ordinary provision requires a prior scale to rank applicants, the temporary route must likewise incorporate objective criteria. In the absence of specific regulation within the regional health service, the resolution refers back to Article 2.2 of Law 9/2010—equivalent to Article 2.2 of Law 55/2003—to supplementally apply the principles of the regional civil service.
The called position and the required merit
Annex I of the resolution describes a single vacant position with the following characteristics:
- Designation: Group Leader.
- Classification: group/subgroup C/C1/C2.
- Destination supplement level: 18.
- Additional information: Economic Management.
- Specific merit: experience of at least six months in healthcare billing to third parties obligated to pay.
The call is governed by Article 5.3.i) of Law 9/2010. Permanent statutory personnel who are in active service in their category, who meet the performance requirements described in the Management’s organic staff list, and who can certify the fulfillment of the specific merit of the position for six or more continuous months in active service, may participate.
Fifteen business days and the civil service scale
Applications, formalized using the Annex II model and addressed to the managing director of the Cantabrian Health Service, shall be submitted to the registry of the Managing Directorate or that of the Specialized Care Management Area I: Marqués de Valdecilla University Hospital, as well as through the channels established in article 134.8 of Law 5/2018 and article 16.4 of Law 39/2015. The deadline is 15 business days from the day following the publication in the BOC.
Merits are assessed as of the deadline date, according to the scale in Annex IV, which reproduces the criteria of Order PRE/49/2021, of June 11:
- Coincident transversal functional areas: 0.05 points per month, maximum 3.
- Fully coincident specific functional areas: 0.2 points per month, maximum 12.
- Partially coincident specific areas: 0.1 points per month, maximum 6.
- Destination supplement level: 4 points if higher, 3 if equal, 2 if lower by up to three levels, and 1 if lower by more than three levels.
- Services provided in the National Health System: 0.2 points per full year, maximum 4.
- Participation from positions within the same Department: 2 points.
The scale is applied to the five years immediately preceding the closing of the deadline, and periods shorter than one month are not valued; ties are resolved by the order of the letters in the scale and, as a last resort, by the alphabetical order derived from the current draw.
Functional correction of the area concept
The main technical difficulty addressed by the resolution is that statutory personnel lack a formal classification of their positions into functional areas, equivalent to the job position list. To ensure that the merit is neither inapplicable nor arbitrary, the fourth base establishes a functional interpretation: coincidence is determined by the correspondence between the functions actually performed and the areas defined in the scale, with reference to Decree 2/1989, of January 31. Accreditation shall be provided via certification from the center’s managing director specifying the functions and periods served.
Publication of results, taking office, and appeals
Once the assessment is completed, the list of admitted and excluded candidates with their scores will be published at www.scsalud.es, with ten days for allegations. The final prioritized list will be published in the BOC. The final resolution will be issued within a maximum of three months from the day following the call, and the position may be declared vacant if there are no suitable candidates. The successful candidate shall cease their current position within three business days and take office within another three, with the original position reserved and the remuneration of the position held. An administrative appeal (recurso de alzada) may be filed before the Minister of Health within one month.
The same issue of the BOC includes, with reference CVE-2026-8646, a correction of errors for the announcement published on October 28, 2026 (BOC number 207): the mention “(supplies)” is removed from classification C/C1/C2 of Annex I, and the 15-business-day period to apply for that call is reopened.
The call is important for all statutory personnel in Cantabria because it consolidates a standard: the temporary coverage of singularized positions no longer depends on free appointment and is now subject to verifiable scoring, creating a precedent that may extend to future service commissions within the Cantabrian Health Service.
