Exceptional route for seven public housing units in Plaza del Árbol

Por FactBox Admin

Vía excepcional para siete viviendas públicas en la plaza del Árbol

The Valencian Housing and Land Entity has classified the award of seven regional-owned homes located in the building at plaza del Árbol, number 2, in València as exceptional, and has established the procedure for distributing them among groups with specific protection. The decision is contained in the resolution of October 26, 2026, signed by the first vice-president and counselor of Housing, Employment, Youth and Equality, Susana Camarero Benitez, and published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10484, of November 2, 2026, in section III of administrative acts, with official reference DOGV-C-2026-34126.

The Generalitat Valenciana is the owner of these seven homes, identified with group code 469893, which are part of its public housing heritage. Their management and administration correspond to the Valencian Housing and Land Entity, to which the entirety of the regional public housing and land promotion heritage is assigned by legal provision.

The legal framework for the measure is article 35 of Decree 106/2021, of August 6, of the Consell, which regulates the Housing Registry of the Comunitat Valenciana and the procedure for awarding homes, and which provides for an exceptional modality when extraordinary circumstances or specific needs of certain groups occur. The resolution also invokes Law 2/2017, of February 3, on the social function of housing, which mandates avoiding the concentration and spatial segregation of the public housing stock, and Decree 180/2024, of December 10, on the legal regime of public protection housing.

Four apartments for youth, two for large families and one for seniors

The distribution set out in the second section of the resolution reserves the seven homes, under a rental regime, for cohabitation units registered in the Housing Demand Registry of the Comunitat Valenciana:

  • Units formed exclusively by young people under thirty-five years of age: 4 homes.
  • Units with the recognized status of a large family: 2 homes.
  • Units formed exclusively by people over sixty years of age: 1 home.

The text justifies this distribution based on the difficulties of emancipation for the young population, the size of large family units, and the objectives of social cohesion and generational diversity. The declaration of exceptionality, according to the resolution, seeks a balanced social composition of the building and to promote intergenerational coexistence.

Employment income and rent without bonuses

The successful applicants must prove sufficient income so that the economic effort of the rent, added to the community expenses, does not exceed 30% of the net income of the cohabitation unit. This income must come from earned income, and the calculation is made without applying bonuses.

The fourth section specifies that the awards will be made based on the applicable rental rates in accordance with current regulations, without specific bonuses or reductions. The declared exceptionality is of an indefinite nature and remains in effect as long as the circumstances justifying it persist, without prejudice to the fact that it may be modified or rendered void by an express resolution of the head of the department competent in housing matters.

Ordinary scoring and reallocation if there is no demand

All housing will be awarded through the ordinary scoring procedure, using the criteria of chapter III of Decree 106/2021. If the demand from any of the groups is insufficient, successive new offers will be made and, after two offer procedures without linked demand, the unallocated housing may be reassigned to any of the other provided groups.

The Valencian Housing and Land Entity must publicize the start of the procedure and the relevant information for potential applicants with sufficient notice, so that they can access the demand registry. The resolution ends the administrative route and allows for an optional appeal for reversal within one month or, directly, a contentious-administrative appeal within two months.

The measure directly affects people requesting protected housing in Valencia: seven apartments from the regional public stock are removed from the general scoring turn to be reserved by groups, with youth as the main beneficiary, concentrating four of the seven homes.
