The Official Gazette of Bizkaia has published the collective agreement for the Usoa workshop for the 2024-2027 period

The Official Gazette of Biscay (BOB) has published the collective agreement for the employees of the company Taller Usoa Lantegia, S.A.U.M.P. in issue number 179 on September 18, 2026. The resolution signed by the territorial representative for Labor and Social Security of Biscay, Verónica Fernández Fernández, orders the registration, filing, and publication of the agreement for the 2024-2027 period with the agreement code 48003842011992. The agreement was signed on June 23, 2026, by the company’s representation and the social representation.
Framework for a Special Employment Center
The agreement affects the entire workforce of the company Usoa Lantegia, a society with CIF A95228698, whose main purpose is the employment integration of people with disabilities. The text explicitly includes the special labor relationship in special employment centers and the function of the Professional Activity Support Units (UAAP) to facilitate the entry, promotion, and adaptation of workers to their job positions.
The resolution was signed in Bilbao on August 13, 2026, and is based on Article 90.2 of the Workers’ Statute and Decreto 323/2024. An appeal against the publication may be filed before the Director of Labor and Social Security within one month.
Salary Tables and Remuneration Structure
The agreement includes salary tables for four years, for 2024, 2025, 2026, and 2027. In 2024, a 2.5% increase in the basic salary was established, and from 2025 onwards, the minimum interprofessional salary was taken as a reference for direct labor.
- External Peon 2: basic salary of 1,273.16 euros and an annual remuneration of 18,862.70 euros in 2026.
- External Peon 1: 20,124.80 euros per year in 2026.
- External Specialist Peon 1: 23,423.47 euros per year in 2026.
- External Gardener, Operator, or Cleaner: 24,836.49 euros per year in 2026.
- Internal UT Management: 37,532.64 euros per year in 2026.
Among the supplements, the toxicity bonus is 38.27 euros in 2026 and 39.99 euros in 2027; the external work bonus is 41.12 euros in 14 payments; and the special service bonus is 283.83 euros in 2026. Two extra payments are paid per year, each equivalent to 30 days.
Working Hours, Vacations, and Leaves
The working day is 1,592 hours per year, and a continuous working day is established from June to September. In continuous shifts of six hours or more, a 20-minute break is counted as effective working time, plus an additional 15 minutes at the end for cleaning and changing clothes.
- Vacations: 27 calendar days, with Saturdays counted as calendar days.
- Marriage or domestic partnership: 20 paid calendar days.
- Accident or serious illness, hospitalization, or surgery: 5 calendar days.
- Death of a relative: 3 calendar days, with two more if it occurs outside the province.
- Breastfeeding: 1.5-hour break, until nine months are completed.
- Personal matters: 3 paid days per year.
- Unpaid parental leave: eight weeks, until the minor reaches eight years of age.
In the case of temporary disability due to common illness, the company guarantees 100% payment for a maximum of 150 days per year; in the case of a work accident, until the contract expires.
Stability, social benefits and equality
The agreement promotes employment stability: a worker who has served for three years at the Peoi 2 level is automatically promoted to the Peoi 1 level, and from Specialist 2 to Specialist 1, with the corresponding salary review. Furthermore, the company must negotiate a professional development system, a competency assessment model, and an internal promotion procedure within a twelve-month period.
Among the social benefits, the following stand out:
- 6,000 euros per year for social aid, with a maximum of 300 euros per person.
- 200 euros saved per year for each child with a disability.
- A 70% subsidy for the annual subscription to Barakaldo Kirolak facilities.
- Canteen service at 50% of the menu cost, up to a maximum of 50 euros per month.
- Payment of the enrollment fee for the Barakaldo Basque school.
In the area of equality, the agreement includes the LGTBI annex in accordance with Law 4/2023 and Royal Decree 1026/2024 regulations, along with a protocol to combat harassment and discrimination. The Ethical Channel will be the means for receiving complaints, and the investigation will be completed within a maximum of three months, extendable for another three months.
The agreement regulates the working conditions of the Usoa Workshop until December 31, 2027, and there will be an automatic denunciation from October 1, 2027. Fixing the conditions of a special employment center’s staff for four years provides legal stability to the workers and the company, and protects the activity aimed at the professional integration of people with disabilities.
