Urban Planning ratifies the land redistribution of the El Sol PERI and monetizes 1.48 million

The Governing Council of the Municipal Urban Planning Management (GMU) of Córdoba has approved and ratified the Land Readjustment Project of the Special Interior Reform Plan (PERI) “El Sol”, with a monetization of 10% of the mandatory and free transfer corresponding to residential use valued at 1,481,277.35 euros. The agreement is published by edict in the Official Gazette of the Province of Córdoba number 192, dated October 5, 2026, with the official reference BOP-A-2026-1053.

The agreement was adopted by the Governing Council of the GMU in an ordinary session held in a second call on October 7, 2025, and the edict is signed by the manager, Julián Álvarez Ortega, dated Córdoba, March 31, 2026. The file is processed under references IBUS 4.2.4 - 08/2008 and PCTM: 7600_GE01_2025_0556, and the land readjustment project was submitted on 07/12/2024 by the Compensation Board of PERI “El Sol”, the promoter of the action.

The content of the agreement

The first point of the agreement approves and ratifies the Land Readjustment Project document of PERI “El Sol” submitted by the Compensation Board, while setting the value of the monetization of the 10% mandatory and free transfer of residential use at 1,481,277.35 euros (one million four hundred eighty-one thousand two hundred seventy-seven euros and thirty-five cents).

The second point declares the extinction of leases and charges that are found to be incompatible according to the content of the approved land readjustment project, which affects the holders of rights over the properties included in the scope.

Plots and income for the Assets

The agreement incorporates into the municipal Assets the income derived from the transfer of 10% of the urban development rights in favor of the City Council of Córdoba, through:

• Registration in the Property Registry of the blocks classified as Green Zones with Urban Development, corresponding to resulting plot number 337.
• Registration of the block classified as Commercial Use, corresponding to resulting plot number 340.
• Cash payment in the amount of 1,481,277.35 euros.

Conditions, publicity, and consultation

The approval and the partial monetization of 10% of the mandatory and free transfer rights are conditional upon the effectiveness of the total cash payment in favor of the GMU. Therefore, the certificate of administrative firmness of the agreement for the subsequent registration of the land readjustment project in the Property Registry cannot be issued until the cash substitution of the 10% has been paid in full.

The resolution is published in accordance with Royal Decree 1093/97, of July 4, on complementary rules regarding the registration of urban planning acts, and article 101.1º-c)5º of the LOUA, as well as on the Transparency Portal of the Most Excellent City Council of Córdoba and that of the GMU, in compliance with Law 19/2013, of December 9, and Law 1/2014, of June 24, on Public Transparency of Andalusia.

The agreement shall be notified to the Compensation Board of the P.E.R.I. “El Sol” and to all interested parties, together with the reports from the Territory Office dated 06/17/2025 and 07/25/2025, which serve as its basis and form part thereof. The file remains available for consultation at the Territory Office of the Municipal Urban Planning Management (GMU), from 9:00 to 14:00 hours, and on the GMU web portal, excluding personal data protected by Organic Law 3/2018, of December 5.

The ratification unlocks the planning of the PERI “El Sol” area in the center of Córdoba and specifies the economic return that the City Council obtains from the urban development, but its practical effectiveness is subject to the full payment of 1,481,277.35 euros: until then, there will be no certificate of finality or registry entry, such that affected owners and tenants will remain pending the effective settlement to consolidate their new properties and the extinction of incompatible encumbrances.
