A ministerial delegate sought for the Mediterranean-Rhône-Saône axis

The Ministry of Transport is launching a call for applications to fill a project director position (Group I) within the central administration, where the holder will serve as the Ministerial Delegate for the Mediterranean-Rhône-Saône axis. The vacancy notice, published in JORF No. 0213 of September 12, 2026, under reference NOR TRAK2624194V, cancels and replaces the notice published in the Official Journal on August 25, 2026. The position is located in Marseille.

A strategic position for the MeRS corridor

The Mediterranean-Rhône-Saône (MeRS) corridor constitutes a major economic, industrial, and energy axis linking the Mediterranean coast—notably the ports of Marseille-Fos, Sète, and Toulon—to the industrial hinterland of the Rhône and Saône up to Burgundy. It accounts for more than a third of the French GDP and 25% of national electricity production. Due to the lack of satisfactory integrated governance, the axis is not fully exploiting its logistical potential, which is essential for economic sovereignty and the energy transition.

The ministerial delegate will be placed within the General Directorate for Infrastructure, Transport, and Mobility (DGITM), under the authority of the Minister of Transport, and will work in close coordination with the Prefect of Auvergne-Rhône-Alpes, the coordinating prefect of the axis. They will be required to travel weekly to the main sites of the axis and to the central administrations.

Governance and decarbonization missions

The holder will lead a steering committee chaired by the coordinating prefect—a flexible structure associating the State, political authorities, and economic actors—as well as a stakeholders’ committee. Among the initial priorities are:

• the establishment of the steering committee and its secretariat, with permanent members (presidents of regional councils, prefects, chairman of the board of the Grand Port Maritime de Marseille, chairwoman of the board of the CNR) and associate members (Voies navigables de France);
• the validation of the axis’s master plan and the preparation of a land GIE (Economic Interest Group);
• the acceleration of river and rail massification;
• the transformation of the Interport and Logistics Coordination Council (CCIL) into a stakeholders’ committee;
• the implementation of a common brand for the ports of the axis;
• the monitoring of the Rhône-Saône Interregional Plan Contract (CPIER) regarding its transport and logistics dimension.

The strategic ambition driven by the President of the Republic is based on three priority objectives: the green reindustrialization of the axis, the safeguarding of “key” land for industrial and logistical platforms, and the intensification of the modal shift to rail/river toward nearby hinterlands (Lyon, Saône ports) and distant ones (Italy, Switzerland, Germany).

Recruitment conditions and procedure

The position is to be filled under the conditions provided for by the general code of the public service (articles R. 342-1 to R. 342-17) and decree No. 2019-1594 of December 31, 2019, relating to State management positions. The term of office is three years, renewable once up to a limit of six years, with a six-month probationary period. Remuneration consists of a salary grade component and an allowance component, supplemented by an annual bonus linked to performance.

The application file, including a cover letter and a detailed curriculum vitae, must be sent electronically within fifteen days from the publication of the notice. The recruiting authority is the Secretary General of the Ministry, represented by the senior management delegation; the authority to whom the position reports is the Director General of Infrastructure, Transport and Mobility, Mr. Rodolphe GINTZ. Candidates preselected by the collegial body will be interviewed before the nomination proposal.

A key step for reindustrialization

This recruitment marks the starting point of a new governance for the MeRS axis, which is called upon to consolidate the momentum initiated in recent years. By entrusting a ministerial delegate with the coordination of a corridor that accounts for more than a third of the national GDP, the State is committing to a long-term structuring, particularly in anticipation of the end of the CNR concession contract, in service of the decarbonization of freight transport and the industrial and logistical development of the territory.
