Umbrete definitively approves its new Regulations for Honors and Distinctions
Por FactBox Admin

The Umbrete City Council has definitively approved the modification of articles 32 and 37 of its Protocol, Honors, and Distinctions Regulations (Non-Fiscal Ordinance No. 30), which incorporates a new honorary title: Perpetual Mayor and Protector of the Town of Umbrete. The agreement was adopted by the Plenary of the Corporation in an ordinary session on September 24, 2026, by the unanimity of the thirteen attending members, and is published in the Official Gazette of the Province of Seville No. 194, dated October 6, 2026, with reference BOP-SE-2026-194023.
The file (2026/ORD_01/000002), initiated by the Mayor’s Office, begins with the initial approval agreed upon by the Plenary on May 28, 2026, the announcement of which was published in BOP No. 119, dated June 23, 2026, in accordance with article 49 b) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. Following the public exhibition period and the submission of allegations, the General Permanent Information Commission and Special Accounts Commission issued a favorable report on the proposal on September 18, 2026, by the unanimity of its seven voting members.
The final text is structured into six titles—heraldry and flag; Municipal Corporation; official acts; honors and distinctions; institutional gifts and presents; and twinning—and fully replaces the previous Ordinance No. 30, approved by plenary agreement on January 28, 2021, and made definitive via Mayoral Resolution No. 350/2021, of March 30, published in BOP No. 91, dated April 22, 2021.
A symbolic title with a staff of office
The new section 3 of article 37 creates the title of Perpetual Mayor and Protector of the Town of Umbrete, defined as an honorary distinction “of an exclusively symbolic nature and without the attribution of executive functions.” It may be granted to religious figures or persons of special relevance, in recognition of extraordinary merits, historical roots, or special connection and devotion to the municipality, and may be accompanied by the delivery of the staff of office as a representative expression of protection, identity, and institutional connection.
Article 37 is now titled “Regarding Titles” and equates the hierarchy of the three provided distinctions:
- Title of Favorite Son or Favorite Daughter.
- Title of Adopted Son or Adopted Daughter.
- Title of Perpetual Mayor and Protector of the Town of Umbrete.
The proposal corresponds to the Governing Board and its approval to the Plenary; the artistic parchment and/or accrediting staff will include the town’s coat of arms and the corresponding motto, with a succinct expression of the merits.
Allegations: two partially upheld and one dismissed
The Plenary resolved the allegations presented by Ms. Dolores Bautista Lora, representing the Municipal Group of the People’s Party:
- Partial approval of the first and second, as a material transcription error was recognized in the Secretariat report of May 14, 2026, which included references unrelated to the subject matter (fair booths and a different ordinance). A new legal report is incorporated, and the text is corrected in accordance with Article 109.2 of Law 39/2015.
- Dismissal of the third, regarding the temporal processing: the procedure complied with the deadlines of Article 49 of Law 7/1985, and the forecasts of the promoting Brotherhood lack binding efficacy.
The spokespersons for the Popular Group, Ms. Dolores Bautista Lora, and Vox, Mr. José Antonio Sabalete Mármol, as well as the Mayor-President, Mr. José Llorente Prieto, intervened in the debate.
Entry into force and subsequent procedures
The agreement orders the publication of the full text in the BOP and on the notice board, entering into force once the period of fifteen business days provided for in Article 70.2 of Law 7/1985 and Article 196 of Royal Decree 2568/1986, of November 28, has elapsed. Likewise, a copy of the final agreement and the full text of the ordinance shall be sent to the State Administration and the corresponding department of the Autonomous Community within fifteen days of approval, and the Mayor-President is authorized to sign the documents derived from the file.
Among the provisions of the regulation are the annual delivery of five Medals of the Town of Umbrete, preferably on February 28, Andalusia Day, and the chronological registration of the granting agreements in a registry book managed by the General Secretariat.
The modification expands the catalog of recognitions in Umbrete and provides regulatory coverage for a symbolic distinction that did not previously exist, while establishing the procedure, deadlines, and competent bodies to grant, extinguish, or revoke municipal honors. For residents, the new framework enters into force after the mandatory period of fifteen business days and completely replaces the 2021 regulations.
