Trujillo aprueba su primer plan de igualdad con vigencia hasta 2030

The Trujillo City Council has approved its first Equal Opportunities Plan for Women and Men, with a horizon of 2026-2030, via a Plenary agreement in an extraordinary session on September 22, 2026. The announcement is published in the Official Gazette of the Province of Cáceres number 0212, corresponding to Thursday, November 5, 2026, in Section I of Local Administration (official reference BOP-2026-5169). With this publication, the plan enters into force the following day and binds the council and its staff regarding equality and work-life balance.

The text adapts to Royal Decree 901/2020, of October 13, which regulates equality plans and their registration and modifies Royal Decree 713/2010, of May 28, on the registration and deposit of collective labor agreements and accords. This is, therefore, the first instrument of this type that the Trujillo City Council grants the status of a plenary agreement and multi-year validity, and its processing follows the negotiated procedure required by state regulations for administrations and entities with a mandatory workforce.

The file begins with the commitment signed by the Mayor’s Office on May 15, 2025, for the establishment and development of policies that integrate equal treatment and opportunities between women and men. On that basis, the Negotiating Commission was constituted on July 28, 2025, with the task of negotiating and approving both the diagnosis and the plan itself. The final proposal was submitted by the Councilor for Social Services, Women, Children and Family, Seniors, Diversity, Dependency and Equality, Accessibility, Health and Associations, Blanca Luz Henche Barragán.

Four-year validity and mandatory reviews

The plenary agreement establishes that the plan will be in effect for four years starting from the day following its publication in the Official Gazette of the Province of Cáceres, that is, until November 2030, without prejudice to any reviews that may be necessary in accordance with Article 9 of Royal Decree 901/2020. This clause introduces the obligation to evaluate and update the measures before expiration, and not only to execute them.

The approved document is structured as an opportunities plan for women and men of the Most Excellent City Council of Trujillo for the 2026-2030 period, with the prior diagnosis negotiated within the commission as a starting point.

State registration, transparency, and union notification

The agreement incorporates a calendar of procedures following the approval:

  • Submission of the plan, along with its annexes, to the institutional mailbox of the General Directorate of Public Service (planespublicosigualdad@correo.gob.es), in compliance with the Resolution of March 16, 2023, of the Secretary of State for Public Service, which created the Registry of equality plans of Public Administrations and their protocols against sexual harassment and sex-based harassment.
  • Publication of the full document on the City Council’s Transparency Portal, in accordance with Article 6 of Law 4/2013, of May 21, on Open Government of Extremadura.
  • Transfer of the agreement to all municipal areas and to the union representatives on the General Negotiation Table for Public Employees of the City Council of Trujillo.
  • Authority granted to the Mayor’s Office-Presidency to issue any acts necessary for the interpretation and development of the agreement.

Two avenues of appeal and deadlines

The plenary agreement ends the administrative process, therefore an optional appeal for reversal may be filed within one month before the Plenary of the City Council of Trujillo, in accordance with Articles 123 and 124 of Law 39/2015, of October 1. Alternatively, a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Section of the Court of First Instance of Cáceres, according to Article 46 of Law 29/1998, of July 13. If the appeal for reversal is chosen, the judicial route cannot be pursued until the former is expressly resolved or understood to be dismissed by silence.

The announcement was signed in Trujillo on October 29, 2026, by the mayor, María Inés Rubio Díaz.

The entry into force of the first municipal equality plan turns Trujillo’s equality policy into a formal and evaluable commitment before the staff, the unions, and the citizens, and subjects the City Council to double external control: the state registry of equality plans and active publicity on the Transparency Portal. For municipal public employees, the agreement also means having a negotiated and appealable framework regarding equality and reconciliation for the next four years.
