Transport Ministry approves the Vicuña Mackenna west cycle path in San Joaquín
Por FactBox Admin

The Regional Ministerial Secretariat of Transport and Telecommunications of the Metropolitan Region approved the “Av. Vicuña Mackenna Cycle Path” project, to be located on the western side of the roadway of that avenue, between Av. Isabel Riquelme and Av. Carlos Valdovinos, in the commune of San Joaquín. The decision is contained in exempt resolution No. 5,823, dated October 14, 2026, signed by the regional minister Gonzalo Rodrigo Cuevas Bown, and was published in the Official Gazette No. 44,591, on Thursday, November 5, 2026, Section I, under official reference CVE 2895926.
The act is based on supreme decree No. 102, of 2019, from the Ministry of Transport and Telecommunications, published on July 10, 2021, which regulates the management and traffic safety conditions of cycle paths and establishes a two-stage evaluation procedure: preliminary project and final project. Within that framework, the preliminary project for this work had already been approved through exempt resolution No. 9,033, dated November 28, 2025, from the same regional secretariat, an instrument that the now-published resolution declares in force.
The applied regulation also considers law No. 21,088, which modified the Traffic Law to incorporate provisions on the coexistence of different means of transport, and DFL No. 1, of 2007, which establishes the consolidated and systematized text of the Traffic Law.
Layout and technical characteristics of the work
The resolution approves the final design with the following specifications, contained in the resolution table:
- Route: Av. Vicuña Mackenna west.
- From: Av. Isabel Riquelme.
- To: Av. Carlos Valdovinos.
- Traffic direction: bidirectional.
- Profile: 2.4 meters wide with 0.5 meters of segregation.
The document states that the project includes two signalized intersections, but that these do not require new special phases, and that the work “presents no singularities,” as provided for in article 12 of supreme decree No. 102. For the correct operation of the cycle path, the management measures detailed in Annex No. 2 of the act must be adopted.
The holder, the processing, and the observations
The party interested in the project is Inmobiliaria La Pampilla SpA, which appeared represented by Asesorías ITransportes SpA, acting through its director by virtue of a special mandate granted before a notary on March 20, 2025. The chronology of the file is as follows:
- January 23, 2026: virtual entry No. E12897 before the regional secretariat, with the request for review of the cycle path project.
- January 26, 2026: Circular No. 44 forwards the project to various institutions for their report.
- March 6, 2026: Official Letter No. 7155 consolidates the observations from the agencies and the regional secretariat itself, and is notified to the interested party by email on that same date.
- March 9 and 10, 2026: letter with virtual entry No. E39004, through which the interested party attaches the corrected version of the project within the deadlines of supreme decree No. 102.
- March 10, 2026: Circular No. 102 redistributes the corrected version among the evaluating agencies, without any new observations being generated.
Maintenance, validity, and means of appeal
Once the cycle path enters operation, the I. Municipality of San Joaquín will be in charge of the maintenance tasks for all its components, according to their location. A motion for reconsideration and/or a hierarchical appeal may be filed against the resolution, pursuant to article 59 of law No. 19.880, within five business days from its notification, without prejudice to other administrative remedies and jurisdictional actions.
The act shall have a validity of three years from the date of its notification. The resolution is published in the Official Gazette, while Annexes No. 1 and No. 2 —explanatory memorandum, plans, and list of management measures— are published in full on the website www.mtt.gob.cl.
The approval enables the execution of a work that will modify road coexistence on a structuring axis of southern Santiago, by incorporating a segregated bidirectional lane in the western service median of Av. Vicuña Mackenna. Consequently, the section between Isabel Riquelme and Carlos Valdovinos is subject to the design, signaling, and traffic management conditions set by the regional authority, and the municipality of San Joaquín assumes the future maintenance of the infrastructure.
