Trabajo publica el calendario laboral de la construcción de Huesca para 2027

The Provincial Sub-directorate of Labor of Huesca has ordered the registration and publication of the 2027 labor calendar for the Collective Labor Agreement for the Construction and Public Works Industries of the Province of Huesca. The calendar establishes an effective annual working day of 1,736 hours or 217 working days and eleven holidays, to which the two local holidays of each municipality are added. The resolution is published in the Official Gazette of the Province of Huesca number 203, dated October 22, 2026 (reference BOPH-2026-203028).

The resolution, dated in Huesca on October 20, 2026, and signed by the Provincial Sub-director of Labor, Ana Maurel Garcés, complies with article 91.4 of Royal Decree 2/2015, of October 23, which approves the Recast Text of the Workers’ Statute Law, and Royal Decree 713/2010, of May 28, regarding the registration and deposit of collective agreements and accords. The text orders the registration of the minutes in the Registry of Collective Agreements and Accords of the Provincial Sub-directorate, with notification to the Negotiating Commission, and its publication in the provincial gazette.

The agreement affects the convention identified with the code 22000105012002 and was sent to the Deposit Registry and Registry of Collective Agreements and Accords of Aragon in accordance with Decree 171/2010, of September 21, of the Government of Aragon.

Eleven holidays and two local holidays

The annex of the minutes details the proposed holidays for 2027, through which the annual working day of 1,736 hours or 217 working days is achieved:

  • January 4 and 5
  • March 29
  • October 11
  • December 7, 24, 27, 28, 29, 30, and 31

To these eleven days will be added the two days designated as local holidays by the City Council of the locality where each company has its registered office, which must necessarily coincide with a working day. The calendar thus concentrates the bulk of the holidays in the Christmas period, with seven non-working days between December 24 and 31.

Mandatory application unless otherwise agreed

The agreement establishes that the calendar shall be mandatory for companies in the sector within the province, except for those that, by mutual agreement with their workers, have established their own calendar distributing the working day, working days, and daily hours differently. The approved text is, therefore, applicable to those companies that do not agree on their own calendar with their workers.

Unanimous approval

The Joint Commission of the agreement met on October 9, 2026, at 9:00 AM, at the headquarters of the Federation of Construction Associations of the province of Huesca, at Plaza Luis López Allué number 3, 3rd floor, and adopted the agreements unanimously, adjourning the session at 9:30 AM. The attendees were:

  • For the business representation: Ana Porta Barraca, Begoña Aniés Latorre, and Manuela Pastor Ranchal, the latter acting as secretary.
  • For the CC.OO. del Hábitat union: Mariano Álvarez Pina and Irene Lázaro García.
  • For the UGT FICA union: Laura Ortiz Aurensanz.

Both parties recognized each other’s representativeness and sufficient legitimacy for the agreements to have general efficacy within the scope of application of the convention, and unanimously authorized Manuela Pastor Ranchal to submit the minutes and its annexes to the registry.

Impact for the sector

The calendar is the mandatory reference for planning works, shifts, and subcontracting in the Huesca construction sector throughout 2027, a sector with significant weight in the province and with workforces that typically operate by campaigns and tight execution deadlines. Publication in the official bulletin grants the agreement general efficacy and allows companies and workers to know the non-working days in advance, which facilitates the organization of work sites and the calculation of the annual working day.
