Torrelavega reduces Police Officer positions from eight to six

Por FactBox Admin

Torrelavega recorta de ocho a seis las plazas de Oficial de Policía

The Torrelavega City Council has reduced the number of positions for the Police Officer call for internal promotion from eight to six, as two positions originating from the 2020 Public Employment Offer have lapsed. The measure is adopted by Mayor-Presidency Resolution number 2026005752, dated October 16, and is published in the Official Gazette of Cantabria number 204, dated October 23, 2026, with reference CVE-2026-8244.

The original call stems from the Agreement of the Local Government Board of February 16, 2026, which approved the regulatory bases for the permanent appointment, as a career civil servant, through a competitive examination process under an internal promotion regime, of seven Police Officer positions from the Special Administration scale, Special Services sub-scale, Local Police class, qualification group C1. These bases were published in the Official Gazette of Cantabria number 36, dated February 23, 2026, with a correction of errors in number 55, dated March 20, 2026, and the call announcement appeared in the Official State Gazette number 55, dated March 3, 2026.

From seven to eight positions and now to six

The initial figure of seven was expanded to eight through Mayor-Presidency Resolution number 2026001914, dated April 20, published in the Official Gazette of Cantabria number 80, dated April 28, 2026. This expansion incorporated two Officer positions from the 2020 Public Employment Offer into the process.

The new resolution sets the object of the call at six positions, with file number 2026000070V (also identified as 70V/2026), and specifies that the rest of the content of the regulatory bases remains unchanged. The document was signed in Torrelavega on October 19, 2026, by the mayor-president, Javier López Estrada.

The expiration affecting the 2020 Public Employment Offer

The reduction is a direct consequence of Mayor-Presidency Resolution number 2026005719, dated October 15, published on the same October 23 in the Official Gazette of Cantabria number 204 with reference CVE-2026-8231. This agreement declares the expiration, due to the lapse of the non-extendable three-year period under Article 70.1 of Legislative Royal Decree 5/2015, of October 30, of twenty-nine positions from the 2018 to 2022 offers.

Among the expired positions are the two Local Police Officer positions (subgroup C1) from the 2020 Public Employment Offer, which were re-incorporated into the 2026 offer for internal promotion. The distribution of the 29 expired positions is as follows:

  • Nine positions are not incorporated into any subsequent offer and remain vacant in the workforce.
  • Thirteen positions are incorporated into the 2026 Public Employment Offer via open competition.
  • Four positions are incorporated into the 2026 Public Employment Offer via internal promotion, including the two for Officer.
  • Three positions are incorporated into the 2027 Public Employment Offer via open competition.

An appeal by CC.OO. and a tribunal with a pending recusal

The selection process also faces a judicial front. On June 14, 2026, the Citizens’ Services Federation of Comisiones Obreras of Cantabria (CC.OO.) filed an administrative appeal before the Administrative Litigation Section of the Santander Court of First Instance, registered as summary procedure PA 203/2026.

Added to this is the instability of the selection body. Resolution 2026004012, dated July 24, appointed the Evaluation Tribunal; Resolution 2026005145, dated September 22, replaced a member, and Resolution 2026005508, dated October 8, corrected material errors in both. The current composition is led by Enrique Sáez Trigueros, acting head of the Corps, as titular president, and Julio Fernández Díaz as substitute president, with Jesús Álvarez Montoto as titular secretary, and remains subject to the resolution of the recusal motion filed against the titular president.

The cut directly affects applicants already registered in a process that had been underway for eight months and is losing a quarter of its positions, while the Local Police workforce of Torrelavega sees two command vacancies shifted across fiscal years without an immediate call for applications. The resolution does not open a new application period: it maintains the validity of the call regarding the remaining positions and sets the final number at six.
