Torredembarra suprimeix cinc unitats d'actuació urbanística i suspèn llicències

The Plenary of the Torredembarra City Council initially approved on September 21, 2026, the specific modification of the Revision of the General Municipal Zoning Plan (PGMO) which suppresses the urban action units UAU 1, UAU 4, UAU 6, UAU 7, and UAU 8. The agreement entails the suspension of processing and licenses in the affected areas and was published in the Official Gazette of the Province of Tarragona on October 28, 2026 (CVE 2026-09724, pp. 1-3). The document bears the electronic signature of the mayor, Raúl Garcia Vicente, dated October 16, 2026.

A public initiative procedure drafted by technical services

The modification is a public initiative and was drafted by the municipal technical services. The associated administrative file is 4333/2026, and the cartography accompanying the announcement fixes the scope of the suspension at a scale of 1:15,000, including the delimitation of the municipal boundary, the limit of each action unit, and the urban planning figure key.

The agreement is framed within the Recast Text of the Urbanism Law (TRLU) and its Regulation (RLU). The Plenary acts with the powers attributed to it by article 22.2 c) of the Law on the Bases of the Local Regime (LBRL).

One month of public information and reports from sectoral bodies

The operative points agreed upon by the Plenary are as follows:

  • Initial approval of the specific modification project of the PGMO.
  • Public information of the project for a period of one month, through announcements on the municipal notice board, in the Official Gazette of the Province of Tarragona, in one of the most widely circulated newspapers in the municipality, and on the municipal website.
  • Simultaneous request for reports from the bodies affected by reason of their sectoral competencies.
  • Hearing procedure for city councils with bordering municipal boundaries, for a duration equal to that of the public information period, with prior notification of the agreement.
  • Submission of the file for provisional approval by the Plenary, once the reports and allegations have been resolved.

The text provides that changes derived from sectoral reports or accepted allegations will require the technical services to revise the document before provisional approval and to assess whether it is necessary to open a new period of public information or hearing, according to article 112.1 of the RLUC.

Suspension of licenses with exclusions for minor works

The fourth article of the agreement establishes the suspension of processing and licenses according to article 73.2 of the TRLU, within the limits graphed on the suspension plans prepared in accordance with article 73.3 of the TRLU and article 102 of the RLU. The measure applies both to files already initiated and to those submitted after the agreement.

Excluded from the suspension, however, are acts subject to urban planning licenses under Article 187 of the Revised Text of the Urban Planning Law, acts subject to prior notification under Article 187 bis, and related municipal authorizations linked to construction, use, or activities:

  • Sidewalk cuts and lowering.
  • Driveways and service connections.
  • Occupations of public roads.

The remaining plans and projects listed in Article 73.1 of the TRLUC are indeed affected, under the protection of Article 102.4 of the RLUC.

Appeals against the suspension agreement

There is no appeal against the initial approval, as it is a procedural act, without prejudice to the fact that opposition may be alleged and considered in the resolution that ends the procedure. Against the agreement to suspend licenses, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Court of First Instance of Tarragona, contentious-administrative section, within a period of two months, or an optional appeal for reversal before the same body within a period of one month.

The removal of five action units alters the planning derived from the municipality and directly affects the landowners included in these areas and developers with ongoing projects, who will see their processing halted until the Plenary resolves the provisional and, if applicable, the final approval. Interested parties have one month from the publication in the BOPT to submit allegations to the Torredembarra City Council, located at Plaça del Castell, 8, 43830 Torredembarra.
