Tomelloso will directly manage its thirteen-space motorhome area

Por FactBox Admin

Tomelloso gestionará directamente su área de autocaravanas de trece plazas

The Tomelloso City Council will assume direct management of the new public motorhome parking area service, a 13-space facility funded by Tourism Sustainability Plan funds. The project’s convenience and opportunity report has been definitively approved following the 30-day public exhibition period, and its full text is published in the Official Gazette of the Province of Ciudad Real number 208, dated October 28, 2026 (announcement number 3476).

The file is processed under Article 86.1 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, which allows local entities to exercise public initiative for economic activities provided that budgetary stability and financial sustainability are guaranteed. The procedure required by Article 97.1 of Royal Legislative Decree 781/1986, of April 18 mandates an initial agreement by the corporation, the drafting of a report by a study commission, a minimum public exhibition of thirty calendar days, and approval of the project by the Plenary.

The City Council also frames the installation within its competence regarding information and promotion of tourist activity of local interest and scope (Article 25.2.h of the LBRL) and emphasizes that the area has been promoted through grants to local entities for the execution of the Destination Tourism Sustainability Plans (PSTD) of Castilla-La Mancha. Therefore, the document justifies direct management so that revenues revert entirely to the maintenance and improvement of the service itself, without an external industrial margin.

Thirteen spaces between the Guadiana and Viñedos Highways

The facility is located in an accessible urban area, with supermarkets, restaurants, pharmacies, and a service station in the immediate vicinity, and takes advantage of the municipality’s position between the Guadiana Highway (A-43) and the Viñedos Highway (CM-42), which connects to the Southern Highway (A-4). The report considers that this location allows for the capture of motorhome travelers in transit, short-stay visitors, and proximity tourism, with the Ruidera Lagoons and the Tablas de Daimiel as nearby resources.

The data supporting the demand, according to the report, are:

  • 13 spaces and an estimated annual occupancy of 31.61%, equivalent to 1,500 stays per year.
  • 4,839 travelers in 2024 compared to 4,357 in 2023, a year-on-year growth of 11.06%, with 94.7% being national tourism.
  • The Provincial Network of Motorhome Areas of the Provincial Council of Ciudad Real, with 20 areas and 245 spaces, has received 3,315 motorhomes since its launch.
  • 6,459 motorhomes and campers registered in Spain in 2024, an increase of 22.12%, according to ASEICAR data.

From the single package to the service card

The report starts from an initial single-price proposal of 8 euros per 24 hours, with a reference unit cost of 8.26 euros per stay, calculated based on a total annual cost of 12,394 euros divided by 1,500 stays. This scheme is corrected with a justifying report for the modification and reduction of rates under Article 44.2 of the Revised Text of the Law Regulating Local Treasuries, which allows for the setting of public prices below cost when reasons of public interest intervene.

The new disaggregated structure, which the City Council would apply as a public price since it is a voluntary-use service, is as follows:

  • Stay and overnighting: 2.5 euros per 24 hours.
  • Waste water emptying and tank filling: 2 euros per service.
  • 16-amp electric charging point: 3 euros per 24 hours.
  • Bathroom and WC service: 3 euros per 24 hours and user.
  • “In itinere” water and emptying service, with a maximum of one hour: 2 euros per service.

Forecasted surplus and opening in September

Under the single-price model, the forecast showed 13,350 euros in income against 12,394 euros in expenses, meaning a positive operating result of 956 euros. With the reduced rate of 2.5 euros, full occupancy of the 13 plots for 365 days a year would generate 11,862.5 euros; therefore, cost coverage relies on the combined use of additional services.

The document calculates that, with the opening to the public scheduled for September 2026, the income for that first period would be 3,900 euros, leaving 8,494 euros to be covered. If the auditing reports identify a deficit, the City Council would process a credit modification file through a credit supplement or extraordinary credit charged to the treasury surplus.

The final approval clears the legal and tariff framework for an infrastructure intended to fill a gap in the local tourism offer: until now, itinerant tourism in Tomelloso lacked a designated space, with the consequent risk of indiscriminate parking. The municipal government hopes that the area will act as a lever for spending in commerce, hospitality, catering, and service stations, and not just as a source of income. The report was signed in Tomelloso on October 22, 2026, by the mayor, Javier Navarro Muelas.
